(c) prepare, in association with the Region<br />

<strong>of</strong> Durham, Waterfront Regeneration<br />

Trust, Toronto and Region Conservation<br />

Authority and interested others, a<br />

Waterfront Management Strategy for<br />

Frenchman’s Bay, the Lake Ontario<br />

waterfront and their related lands, which<br />

shall take into consideration the<br />

conclusions and recommendations <strong>of</strong>,<br />

(i) the Durham Region Lake Ontario<br />

Waterfront Report;<br />

(ii) the Lake Ontario Greenway Strategy;<br />

(iii) integrated shoreline management<br />

plans; and<br />

(iv) other relevant reports;<br />

(d) require that the Waterfront Management<br />

Strategy explore opportunities for the<br />

waterfront to serve a local and regional<br />

role in recreation, tourism and economic<br />

development, and address, where<br />

necessary,<br />

(i) refined land uses and scale <strong>of</strong><br />

development;<br />

(ii) design guidelines for built form;<br />

(iii) scale, location and type <strong>of</strong><br />

recreational opportunities;<br />

(iv) increased public access;<br />

(v) natural habitat restoration and<br />

expansion;<br />

(vi) expanded trail links and connections;<br />

and<br />

(vii)any other matters <strong>City</strong> Council<br />

deems necessary;<br />

(e) prepare an Environmental Management<br />

Strategy for Frenchman’s Bay, undertaken<br />

with the Waterfront Regeneration Trust,<br />

Toronto and Region Conservation<br />

Authority and interested others; and<br />

(f) require, where appropriate, the<br />

recommendations <strong>of</strong> an Environmental<br />

Report to be implemented (see section15.9).<br />

CITY POLICY<br />

Lake Ontario Waterfront and<br />

Frenchman’s Bay (cont'd)<br />

Frenchman’s Bay is the<br />

largest natural bay along the<br />

north shore <strong>of</strong> Lake Ontario<br />

between Hamilton and<br />

Trenton. It is also a highly<br />

valued ecological<br />

community with<br />

provincially rare plants,<br />

regionally rare breeding<br />

birds, important fish habitat,<br />

and it is an important<br />

stopover for migrating<br />

waterfowl and shorebirds.<br />

As early as the mid 1800s,<br />

Frenchman’s Bay was a<br />

bustling centre for trade,<br />

transport and the lumber<br />

industry. Over time, the<br />

focus <strong>of</strong> activity in the area<br />

has shifted to recreation,<br />

with parks, marinas and<br />

yacht clubs.<br />

The significant ecological<br />

communities for which<br />

Frenchman’s Bay is<br />

renowned, are in jeopardy<br />

because <strong>of</strong> this past activity<br />

and the diminished quality<br />

<strong>of</strong> freshwater streams which<br />

feed the bay. It is vital that<br />

this course be reversed, so<br />

that the bay and entire<br />

waterfront lands continue to<br />

be a model <strong>of</strong> nature<br />

co-existing with community.<br />
