CHAPTER THREE -- LAND USE<br />

The land use strategy set out in this Chapter is derived from<br />

the planning principles, goals and policies <strong>of</strong> Part One. An<br />

integrated set <strong>of</strong> land use designations are established that<br />

address the existing and future needs <strong>of</strong> the <strong>City</strong>’s urban,<br />

rural and ecological systems in a balanced way.<br />

The land use strategy involves eleven primary land use<br />

categories. Subcategories are established where more<br />

detailed land use classification is needed. Subcategories are<br />

distinguished primarily on the basis <strong>of</strong> the level or intensity<br />

to which an area is designed or intended to be used (i.e. the<br />

“intensity <strong>of</strong> use” expected in an area). As well, some<br />

subcategories are determined on the basis <strong>of</strong> location and/or<br />

function.<br />

Where required, additional land use policies for the urban<br />

neighbourhoods and rural settlements are provided in<br />

Part Three <strong>of</strong> this <strong>Plan</strong> (see Chapters Eleven and Twelve).<br />

The <strong>City</strong>’s land use strategy provides for a compact urban<br />

area in southern <strong>Pickering</strong> that would extend to include<br />

Seaton and the Airport site (if developed) and a large rural<br />

and open space area in west-central and northern <strong>Pickering</strong>.<br />

This strategy is intended to promote land and resource<br />

conservation; enhance community diversity; minimize<br />

long-term infrastructure, transportation, energy and servicing<br />

costs, and improve the overall quality <strong>of</strong> life in the<br />

community. The land use strategy is supported by various<br />

transportation, economic, housing, community services,<br />

heritage, community design and resource management<br />

strategies (see Chapters Four through Ten).<br />

three separate sheets covering south, northwest and<br />

northeast <strong>Pickering</strong>.<br />
