(iii) restricting the size, height and/or<br />

floorspace <strong>of</strong> non-residential developments<br />

in response to provisions specified in a<br />

Part Three Neighbourhood <strong>Plan</strong><br />

(Chapter Eleven), to prevent excessive<br />

commercial development, or where<br />

neighbourhood character and/or<br />

environmental constraints warrant;<br />

(d) despite section 3.9(b) and Table 10, may limit<br />

residential densities below the minimums set<br />

out in the Table, if it can be demonstrated to<br />

the <strong>City</strong>’s satisfaction that the design, site<br />

layout, blocking, and/or phasing <strong>of</strong> the<br />

project can be intensified over time to<br />

achieve at least the minimum levels <strong>of</strong><br />

intensity set out in the Table; and<br />
