(iii) restricting the size, height and/or
floorspace of non-residential developments
in response to provisions specified in a
Part Three Neighbourhood Plan
(Chapter Eleven), to prevent excessive
commercial development, or where
neighbourhood character and/or
environmental constraints warrant;
(d) despite section 3.9(b) and Table 10, may limit
residential densities below the minimums set
out in the Table, if it can be demonstrated to
the City’s satisfaction that the design, site
layout, blocking, and/or phasing of the
project can be intensified over time to
achieve at least the minimum levels of
intensity set out in the Table; and
