(ii) when land assembly is required to<br />

permit orderly development;<br />

(iii) when the level <strong>of</strong> community services<br />

and/or infrastructure is not yet<br />

adequate to support the proposed use;<br />

(iv) where environmental conditions or<br />

constraints temporarily preclude<br />

development or redevelopment; and<br />

(v) where required studies related to<br />

traffic, soils, protection <strong>of</strong> site features,<br />

environmental constraints, design<br />

features, or market impact analysis<br />

have not yet been approved by the<br />

<strong>City</strong>;<br />

(b) the zoning by-law containing the holding<br />

provisions specifies the interim land uses<br />

to be permitted, the conditions for removal<br />

<strong>of</strong> the holding provision, and any<br />

regulations or restrictions applying to the<br />

lands during the time the holding<br />

provision is in place; and<br />

(c) a by-law to remove the holding symbol is<br />

passed when all the conditions set out in<br />

the holding provision have been satisfied.<br />

15.17 As provided for in the <strong>Plan</strong>ning Act, <strong>City</strong><br />

Council may pass by-laws that grant an<br />

increase in density <strong>of</strong> development not<br />

exceeding 25% <strong>of</strong> the density that would<br />

otherwise be permitted by this <strong>Plan</strong>, providing,<br />

(a) the density bonus is given only in return<br />

for the provision <strong>of</strong> specific services,<br />

facilities or matters as specified in the<br />

by-law, such as but not limited to,<br />

additional open space or community<br />

facilities, assisted or special needs<br />

housing, the preservation <strong>of</strong> heritage<br />

buildings or structures, or the preservation<br />

<strong>of</strong> natural heritage features and functions;<br />

(b) the effects <strong>of</strong> the density bonus have been<br />

reviewed and determined by Council to be<br />

in conformity with the general intent <strong>of</strong><br />

this <strong>Plan</strong>; and<br />
