(d) consider preparing a Fire Protection<br />

Services <strong>Plan</strong> to establish priorities for<br />

the development and funding <strong>of</strong> fire<br />

protection services and facilities,<br />

including related public education<br />

respecting fire and other safety needs;<br />

(e) maintain a local emergency plan, and<br />

co-operate with others in developing and<br />

maintaining regional or other emergency<br />

plans; and<br />

(f) consider developing an infrastructure<br />

plan prioritizing the provision and<br />

maintenance <strong>of</strong> new and existing<br />

infrastructure.<br />

Accommodating Service Needs<br />

Teenagers are a special<br />

needs group. Other special<br />

needs groups include:<br />

children, youth, senior<br />

citizens, the disabled, visible<br />

minorities, unemployed and<br />

underemployed persons,<br />

working families, and single<br />

parent families.<br />

Connected System <strong>of</strong> Parks, Trails<br />

and Greenspaces<br />

7.6 <strong>City</strong> Council shall,<br />

(a) consider tailoring facilities, services and<br />

programs to favour broad community<br />

participation;<br />

(b) despite section 7.6(a) above, consider<br />

identifying and providing leisure and<br />

recreational services and programs to<br />

special and priority needs groups as<br />

identified over time;<br />

(c) in determining which services and<br />

programs to <strong>of</strong>fer, consider,<br />

(i) the adequacy <strong>of</strong> the supply <strong>of</strong> the<br />

facility, service or program relative to<br />

its demand;<br />

(ii) the level <strong>of</strong> affordability <strong>of</strong> the<br />

service or program for the intended<br />

users; and<br />

(iii) the location <strong>of</strong> the service or<br />

program relative to the distribution<br />

<strong>of</strong> the users and the ability <strong>of</strong> the<br />

users to conveniently access the<br />

service or program; and<br />

(d) promote environmentally sustainable<br />

forms <strong>of</strong> recreation including non-motorized<br />

passive uses, and unstructured and<br />

informal activities.<br />

7.7 Recognizing the importance that parks and<br />

green space have in providing healthy settings<br />

and opportunity for healthy lifestyles for<br />

residents, employees and visitors, <strong>City</strong><br />

Council shall promote the establishment <strong>of</strong> an<br />

accessible, publicly-owned, connected system<br />

<strong>of</strong> parks, trails and greenspaces, providing<br />

within that system activities for people <strong>of</strong><br />

different ages and different abilities.<br />
