Design <strong>of</strong> Buildings<br />

It is important to achieve high architectural standards in<br />

the design and construction <strong>of</strong> <strong>Pickering</strong>’s built<br />

environment. Design excellence is fostered through<br />

principles and guidelines that encourage buildings and<br />

facilities to be built so that their function is<br />

understandable to the community, are adaptable over<br />

time, and relate properly to each other, their<br />

surroundings and to the street.<br />

13.10 <strong>City</strong> Council shall,<br />

(a) encourage buildings that can be identified<br />

and appreciated at various scales,<br />

including up close, from the immediate<br />

area (including nearby streets that <strong>of</strong>fer<br />

direct views <strong>of</strong> the building), and when<br />

appropriate, from locations beyond the<br />

immediate area;<br />

(b) where groupings <strong>of</strong> buildings are<br />

proposed, encourage built forms, massing<br />

and architectural details that create<br />

cohesive and unified developments, and<br />

are architecturally compatible with each<br />

other and surrounding areas;<br />

(c) where new development is proposed<br />

within an existing neighbourhood or<br />

established area, encourage building<br />

designs that reinforce and complement<br />

existing built patterns such as form,<br />

massing, height, proportion, position<br />

relative to street, and building area to site<br />

area ratios;<br />

(d) encourage designs that present<br />

continuous building facades along major<br />

streets and express design elements such<br />

as floor and ceiling levels, window<br />

heights, columns and internal divisions,<br />

to assist in defining human scale and<br />

providing visual interest;<br />

(e) discourage the placement <strong>of</strong> building<br />

functions which do not directly support<br />

public activities, such as loading bays,<br />

utility rooms and other building<br />

mechanical features (e.g. exhaust grilles),<br />

from being located on building facades<br />

adjacent to streets;<br />

Lack <strong>of</strong> detailing emphasizes difference in<br />

scale.<br />

Careful treatment <strong>of</strong> the elevation and<br />

massing <strong>of</strong> a new development can bring it<br />

into scale with smaller, neighbouring<br />

buildings, even when actual height and<br />

mass are significantly different.<br />
