Community Services Goal<br />
7.1 <strong>City</strong> Council, in partnership with individuals,<br />
the community, and other service providers,<br />
shall provide a flexible, cost-effective and<br />
responsive community service delivery<br />
system.<br />

Objectives<br />
Although the <strong>Plan</strong> refers to<br />
“the community”, it is<br />
recognized that there are<br />
many “communities” within<br />
the <strong>City</strong>, having different<br />
needs, backgrounds,<br />
experiences, resources,<br />
abilities and interests.<br />
7.2 <strong>City</strong> Council shall,<br />
(a) recognize the important role community<br />
services, programs, parks and other<br />
facilities play in meeting the evolving<br />
needs <strong>of</strong> the community;<br />
(b) promote a suitable distribution <strong>of</strong><br />
community services, programs and<br />
facilities across the <strong>City</strong> to serve<br />
residents, workers and visitors;<br />
(c) co-operate with other community service<br />
providers in assessing and providing<br />
needed community services, programs<br />
and facilities;<br />
(d) optimize the use <strong>of</strong> infrastructure in<br />
meeting the evolving needs <strong>of</strong> the<br />
community, and encourage other<br />
community service providers to do the<br />
same;<br />
(e) ensure new infrastructure, when needed,<br />
is provided in an efficient, cost-effective,<br />
equitable and environmentally-responsible<br />
manner; and<br />
(f) involve the public, business-people,<br />
landowners, relevant public agencies,<br />
and other interested groups and<br />
individuals in decisions affecting<br />
community services and facilities.<br />

Co-operation with Others<br />
A number <strong>of</strong> the <strong>City</strong>’s parks<br />
are in part being cared for by<br />
concerned and interested<br />
neighbourhood associations,<br />
groups and other<br />
community organizations.<br />
7.3 Recognizing the need for co-operative<br />
arrangements in the supply and delivery <strong>of</strong><br />
community services, <strong>City</strong> Council shall,<br />
(a) support and encourage the provision <strong>of</strong><br />
cultural, athletic and recreational<br />
programs, and related fundraising, by<br />
volunteer groups, service organizations<br />
and the private sector;<br />
(b) support co-operative strategies for<br />
providing and maintaining community<br />
services, programs and facilities,<br />
including “adopt-a-park” programs and<br />
the appointment <strong>of</strong> community service<br />
advisory groups;<br />
