The community design strategy also involves fifteen specific<br />

detailed design considerations that are important in defining<br />

and establishing the <strong>City</strong>’s image and form. Detailed<br />

policies are given for each <strong>of</strong> these design considerations in<br />

Chapter Thirteen (Detailed Design Considerations) <strong>of</strong> this<br />

<strong>Plan</strong>. These detailed policies apply to the entire <strong>City</strong> (both<br />

the rural and urban area).<br />

Other design-related policies may appear elsewhere in this<br />

<strong>Plan</strong>.<br />

CITY POLICY<br />

Community Design Goal<br />

9.1 <strong>City</strong> Council shall promote developments at<br />

various scales which, through their<br />

adherence to principles <strong>of</strong> good, high quality<br />

community design, will produce built and<br />

natural environments in <strong>Pickering</strong> that <strong>of</strong>fer<br />

enjoyment, comfort and safety for all users,<br />

and evoke a desirable image and sense <strong>of</strong><br />

place for the <strong>City</strong>.<br />

CITY POLICY<br />

Community Design Objectives<br />

9.2 To achieve the community design goal, <strong>City</strong><br />

Council shall:<br />

(a) encourage the creation <strong>of</strong> an overall<br />

physical form for <strong>Pickering</strong> that is<br />

related to the scale and pace <strong>of</strong><br />

pedestrians;<br />

(b) encourage private and public<br />

developments that <strong>of</strong>fer pedestrians and<br />

users a high level <strong>of</strong> comfort, enjoyment<br />

and personal protection;<br />

(c) encourage private and public<br />

developments that provide an integrated<br />

mix <strong>of</strong> uses, activities and experiences;<br />

(d) encourage the design <strong>of</strong> road patterns,<br />

buildings and the spaces between them<br />

in a manner that supports an efficient<br />

public transit system and makes it easy<br />

for both pedestrians and vehicles to<br />

move about in a variety <strong>of</strong> directions;<br />

(e) encourage developments that are<br />

designed to fit their contexts by<br />

considering the mix <strong>of</strong> uses, and the<br />

massing, height, scale, architectural style<br />

and details <strong>of</strong> existing, adjacent<br />

buildings;<br />
