8. That, with reference to Art. 11, Part<br />

I., <strong>Navy</strong> Order 294/1291, where it becomes<br />

necessary to dispense with a member's services<br />

under this clause, a financial recompense<br />

be granted of one month's pay for<br />

every year or part thereof of period of engagement<br />

not completed, unless services are<br />

dispensed with for disciplinary reasons.<br />

9. That the privilege of medical attendance<br />

be extended to wives and children<br />

under fourteen years of age of members of<br />

the Auxiliary Services, a concession hitherto<br />

obtaining for such members.<br />

10. That a scheme of—<br />

(a) Deferred Pay, or<br />

(b) Gratuity at the rate of one month's<br />

pay for every year of service, or<br />

(c) Superannuation, or<br />

(d) Pension,<br />

be approved for the Auxiliary Services.<br />

11. That in the event of Deferred Pay,<br />

Gratuity, Superannuation, or Pension not<br />

being granted, consideration is asked for the<br />

following :—That the consolidated rates of<br />

pay for the Auxiliary Services be raised 25<br />

per cent.<br />

12. That, observing that many of the<br />

older members will soon be retiring under<br />

the age limit, it is requested that if Deferred<br />

Pay be approved, it be made retrospective,<br />

so as to give a minimum of five (5) years<br />

Deferred Pay to any member retiring.<br />

13. That where a member has previously<br />

served in the R.N. or R.A.N., Sea-going,<br />

every two (2) years' service in the R.A.N.R.<br />

Staff shall count, for the purpose of pay<br />

when serving afloat with the Sea-going<br />

Forces, as one (1) year's seniority in the Seagoing<br />

Forces in the rating held on the<br />

R.A.N.R. Staff.<br />

14. That the Naval Boa rd may be pleased<br />

to grant the following :—Tnat the age limit<br />

for passing for Warrant instructor, as now<br />

applied to the Auxiliary Services (i.e., the<br />

Sea-going Service conditions) be withdrawn,<br />

observing that attention is respectively invited<br />

to Statutory Rule 190/1919, Section<br />

II., Arts. 14 and 15, thus making it impossible<br />

for Instructors now serving to pass this<br />

examination.<br />

15. That the examination for Instructors<br />

of the Auxiliary Services passing for Warrant<br />

rank be that as laid down by " Appendix<br />

A " of Statutory Rule No. 1 of 1921.<br />

16. That no C.P.O. or P.O. Instructor of<br />

the R.A.N.R. Staff shall be promoted to<br />

Warrant rank unless such C.P.O. or P.O.<br />

has served for at least twelve month. 0 on the<br />

R.A.N.R. StaJE.<br />

The question of payment of compensa'<br />

tion in the case of persons discharged, foi<br />

reasons other than disciplinary, is a mattei<br />

of Go% 7 ernment policy.<br />

In the event of the Government approving<br />

of a scheme of superannuation for<br />

the Public Serviee the question of its ap-<br />

, plication to the Auxiliary Services will be<br />

'considered.<br />

In the meanwhile approval of the proposed<br />

increase in consolidated rates of pay<br />

cannot be given.<br />

This request will receive consideration in<br />

the event of Deferred Pay for the Auxiliary<br />

Services being approved.<br />

rank in the Auxiliary Services must pass<br />

the Educational and Seamanship Examination<br />

for Warrant rank, as laid down for the<br />

Sea-going Forces.<br />

The Naval Board are not prepared to lay<br />

down a definite regulation to this effect,<br />

but regard it as most unlikely that any<br />

C.P.O. or P.O. Instructor will in future be<br />

promoted to Warrant rank in the first year<br />

of his service on the R.A.N.R. Staff.<br />

17. That provision be made whereby employees<br />

(General Workmen), Grade IV. to<br />

Grade II., may be eligible for promotion to<br />

Grade I.<br />

18. That, when desired, and provided a<br />

General Workman can pass the necessary<br />

examination and qualifications required,<br />

General Workmen may not be debarred<br />

from passing for P.O. Instructor or Storekeeper.<br />

19. That the privilege be granted to the<br />

Auxiliary Services to take up on repayment<br />

materials or articles, as per list hereunder,<br />

in addition to those already allowed—(a)<br />

20. That each member of the Auxiliary<br />

Services be allowed to nominate a Subdistrict<br />

as his home port, and, although he<br />

may be required to serve in any other Subdistrict,<br />

he shall be transferred, with his<br />

family and effects, back to his home port<br />

on final discharge if he so desires. Such,<br />

however, is not to apply in disciplinary<br />

cases, nor in cases where a member refuses<br />

to re-engage.<br />

Provision will be made that any General<br />

Workmen serving on the R.A.N.R. Staff,<br />

who has held the rating of P.O. or C.P.O: in<br />

the permanent Sea-going Forces, will be<br />

eligible for advancement to General Workman,<br />

Grade I., subject to vacancies existing<br />

in that Grade, and Naval Board approval.<br />

The list of articles of clothing, &c, which<br />

may be taken up on repayment by members<br />

of the Auxiliary Services is now under<br />

review.JJAmendments to this, list will<br />

shortly be promulgated by <strong>Navy</strong> Order.<br />

Approved.TJIt is to be understood, however,<br />

that no^member will be permitted to<br />

change his home port, once selected,<br />

except with the approval of the Naval<br />

Board.
