(2) Article 57 is amended by omitting from the fourth and last lines<br />
the words "have qualified by passing the examinations laid down for<br />
their respective ranks in Appendix II." and inserting in their stead<br />
the words :—" possess the qualifications and have passed the examinations<br />
prescribed for their respective ranks in Appendix II."<br />
(3) Article 60 is amended by omitting the words " and have qualified<br />
by passing " and inserting in their stead the words ; ' who possess<br />
the qualifications and have passed."<br />
(4) Article 61 is amended by inserting after the word " who " in<br />
the third line, the words '" possess the qualifications and "<br />
(5) Article 77 is amended by omitting from clause (2) the word<br />
" (Provisional) " wherever appearing and inserting in its stead the<br />
words " (on probation)."<br />
(6) Appendix II. is amended—<br />
(a) by omitting the word " (Provisional) " and inserting in<br />
its stead the words " (on probation) " in the following :—<br />
(i) the third line of the Note in Section (a) ;<br />
(ii) the second and seventh lines of the Note in Section (b);<br />
(iii) the second line of the Note in Section (c);<br />
(iv) the third line of the Note in Section (d);<br />
^v) the third line of Section (/);<br />
(vi) the second line of Section (h);<br />
(vii) the second and third lines of Section (k);<br />
(viii) the second and third lines of Section (m);<br />
(b) by omitting the word " (Provisional) " from the following :—<br />
(i) the first line of Section (c);<br />
(ii) the first and twentieth lines of Section (e);<br />
(iii) the first line of Section (g);<br />
(iv) the first line of Section (j) ; and<br />
(v) the first line of Section (I).<br />

3. A decision has been promulgated in Military Circular A.18 of 3rd March,<br />
1922, which abolishes the keeping of pink sheets of R.A.N.E. Training Forms<br />
2 and 2 (a). This alteration in the procedure of keeping U.T. Records necessitates<br />
the following amendments of the Regulations and Instructions for<br />
the <strong>Royal</strong> <strong>Australian</strong> Naval Reserve, which have been approved.<br />
(I) Article 117 is amended as follows :—<br />
(a) Clause (1) is amended by omitting the last sentence commencing<br />
" A receipt<br />
"in the seventh line, and inserting<br />
in its stead the following words :—<br />
" The Record of Service after completion is to be filed for<br />
reference and the Record Book handed to the members<br />
concerned for retention. A receipt is to be obtained for the<br />
Record Book upon the Record of Service."<br />
(b) Clause (2) is amended by omitting from the second and<br />
third lines the words " Records of Service and."<br />
(c) Clause (3) is omitted and the following clause is inserted<br />
in its stead :—<br />
" (3) Records of Service of members discharged under the<br />
provisions of Artiole 128 are to be retained by the Sub-<br />
District Naval Officer concerned and filed together with all<br />
other documents relating to such cases."<br />

(2) Article 338 is amended by omitting from clauses (1) and (2)<br />
the words " original copy of the."<br />
(3) Appendix VI. is amended by omitting from the column headed<br />
" Designation," the second and fourth lines, i.e., the words "' Record<br />
of Service, R.A.N.R. Cadets, duplicates" and "Record of Service,<br />
R.A.N.R. Adults, duplicates" and by omitting the corresponding<br />
entries in the opposite column headed " Authorized Establishment,''<br />
i.e., the words " do. do." and " 75 per cent, of authorized enrolment<br />
of 14-year old cadets."<br />

WARRANTS FOR THE ARREST OF ABSENTEES OR DESERTERS.<br />
With reference to Article 71 of the Consolidated <strong>Navy</strong> Orders 1911-1920,<br />
it is observed that the instruction contained in paragraph 1 of this article,<br />
viz., that separate warrants should be issued in respect of each absentee or<br />
deserter, is at variance with Section 50 of the Naval Discipline Act, which<br />
provides that a Warrant for the arrest of absentees or deserters may include<br />
the names of more persons than one in respect of several offences of the same<br />
nature.<br />
2. It has been decided that the procedure outlined in Section 50 of the<br />
Naval Discipline Act should be followed in the R.A.N., and Clause I., Article<br />
71, of the Consolidated <strong>Navy</strong> Orders KU1-1920 is to be regarded as cancelled.<br />

SICK BERTH RATINGS NON-SUBSTANTIVE TITLES.<br />
The provisions of A.F.O. No. 1719 of 1922 have been adopted in the<br />
<strong>Royal</strong> <strong>Australian</strong> <strong>Navy</strong>, and consequent on this the following amendment<br />
of the Financial Regulations (Sea-going) has been approved :—<br />
AMENDMENT.<br />
Article (9) is amended by omitting from clauses 35, 37 and 37A,<br />
the word " Attendant " and inserting in its stead the word " Assistant."<br />

RETRENCHMENT SCHEME SERVICE UNDER NAVAL<br />
AGREEMENT ACT 1903 TO COUNT FOR SERVICE.<br />
With reference to <strong>Navy</strong> Order No. 219 of 1922, approval has been given<br />
for service in the <strong>Australian</strong> Naval Force under the terms of the Australasian<br />
Naval Agreement Act of 1^03 to count as time served in the Permanent Naval<br />
Forces for the purpose of assessing the amount of compensation to be paid<br />
on retirement under the Government Scheme of Retrenchment, and the<br />
following amendment of the Financial Regulations (Sea-going) has been<br />
approved with effect as from 1st July, 1922 :—<br />

" (46A.) Members of the Permanent Naval Forces who served<br />
