COMMONWEALTH PRECEDENCE TABLE.<br />

In connexion with the Commonwealth Precedence Table published in the<br />

Commonwealth Gazette, dated 28th January, 1914, His Excellency the Governor<br />

General has ruled that under Item 10, only two Naval and two Military<br />

Officers are to be considered as being " Senior Officers in command of Naval<br />

and Military Forces."<br />

The two Naval Officers are—<br />

(a) The First Naval Member of the Naval Board.<br />

(6) The Officer Commanding, H.M.A. Sea-going Fleet,<br />

or the Officer duly appointed by the Governor-General in Council to act in<br />

either of those offices during a temporary vacancy or absence of either.<br />

2. His Excellency has further ruled that the First Naval Member, or the<br />

Officer appointed to act as First Naval Member, takes precedence before all<br />

Naval Officers, whether senior or junior to him in the <strong>Navy</strong> List, at official<br />

functions which he attends in his capacity as First Naval Member of the<br />

Naval Board.<br />

ADDENDA TO NAVY ORDER No. 112/1922.<br />

To Part I., paragraph 3, add the following :—<br />

" Note.—If the Senior Officer or Commanding Officer of the ships<br />

concerned is unable to communicate with any of the authorities<br />

mentioned above he will request the District Intelligence Officer of the<br />

area in which he is situated to make the report for him.<br />

<strong>Australian</strong> Intelligence Centres and Areas are laid down in A.C.D.<br />

No. 538.<br />

The limits of adjoining Naval Stations are laid down in A.F.O.<br />

No. 1168/1921."<br />

It has been decided to alter the name of the R.A.N.R. Sub-District at<br />

Birkenhead, South Australia, to Port Adelaide.<br />

2. The address of the D.N.O., South Australia will in future be " Naval<br />

Staff Office, Port Adelaide (S.A.)."<br />

3. Appendix I. of Consolidated <strong>Navy</strong> Orders 1911-1920 and page 58 of<br />

the <strong>Navy</strong> List are to be amended accordingly.<br />

216.<br />

ADVANCEMENT OF OFFICERS' STEWARDS AND COOKS.<br />

Advancements of Officers' Stewards and Cooks will be made in accordance<br />

with requirements, and from Roster, by the Commanding Officer, Flinders<br />

Naval Depot, Westernport.<br />

2. Advancements by Commanding Officers in vacancies arising in Ships<br />

are to be to the acting rating only, and will cease on leaving the Ship, or<br />

earlier, in the event of the vacancy being filled, or at any time, as may be<br />

decided by the Commanding Officer.<br />

3. The qualifications for all ratings above Officers' Steward and Cook,<br />

3rd Class, are to include :—<br />

(i) Recommendation by Commanding Officer on Return A.S. 507.<br />

(ii) At least one year's service in a Seagoing Ship in present rating,<br />

(iii) Ability not below " superior " for at least one year preceding,<br />

(iv) Continuous very good conduct for one year, immediately preceding<br />

advancement,<br />

(v) For Officers' Chief Steward and Cook, five years' minimum service<br />

as Officers' Steward, 1st Class, or Officers' Cook, 1st Class, will<br />

be required, together with ability not below " superior " for at<br />

least three consecutive years.<br />

4. Before advancement to the rating of Officers' Steward or Officers' Cook,<br />

1st Class, it will be necessary for the men concerned to pass the Educational<br />

Test, Part I.<br />

5. Except for bread-making, for which will be substituted instruction<br />

in the different special dishes required by Officers' Messes, Officers' Cooks<br />

are to undergo similar courses of instruction in the Cookery School at Flinders<br />

Naval Depot, to those laid doWn for Ships' Cook ratings. New entry Officers'<br />

Cooks will, during the period of training, be detailed for duty in Officers'<br />

Galleys at Flinders Naval Depot in so far as the training being carried out<br />

in the School of Cookery permits.<br />

New entry Officers' Stewards will, as far as possible, undergo training at<br />

Flinders Naval Depot as follows :—<br />

Care of Cabin and Clothes ; Laying a Table ; Waiting at Table;<br />

Cleaning and Care of Silver and Mess Traps generally ; Keeping of<br />

Mess and Wine Accounts; Knowledge of Marketing ; Carving of<br />

Meats and Poultry.<br />

For the different grades of Officers' Stewards no professional examinations<br />

will be required.<br />

6. In future, the grade equivalent to " Ordinary Seaman " will be termed<br />

Officers' Steward or Cook, 4th Class, and progressive pay of 6s. 8d. and 6s. lOd.<br />

a day will be payable to the " Able Seaman " rating (Officers' Steward and<br />

Cook, 3rd Class) after three years and six years man's service respectively.<br />

Officers' Stewards and Cooks, 4th Class, will be advanced to Officers'<br />

Stewards and Cooks, 3rd Class, after one year's service as such, subject to the<br />

approval of the Captain.<br />

7. Articles 192 and 206 of the Consolidated <strong>Navy</strong> Orders 1911/20 are<br />

hereby cancelled.<br />
