POSTAL PACKETS AND PARCELS.<br />

With reference to paragraphs 12, 13, and 14 of Article 105 of Consolidated<br />

<strong>Navy</strong> Orders, attention is directed to the fact that postal packets<br />

and parcels are not dealt with in the same way as letters, and that no responsibility<br />

can be accepted either by the <strong>Navy</strong> Office or the Post Office in regard<br />

to delivery to persons serving in H.M.A. Ships unless they are properly<br />

addressed to the port at which delivery is desired. In this connexion<br />

attention is directed to Admiralty Monthly Order 3203, of 1920, and subsequent<br />

Admiralty Fleet Orders on the same subject.<br />

Parcels for persons serving in H.M.A. Ships cannot be accepted at <strong>Navy</strong><br />

Office, and Officers and Men should inform their correspondents that Parcels<br />

must be addressed to the port at which the ship is lying or for which she<br />

is bound. In case of doubt senders of parcels should apply either personally<br />

or in writing to <strong>Navy</strong> Office immediately before despatching the parcel.<br />

The same rules apply to parcels for persons serving in H.M.A. Ships<br />

which are forwarded by other means than by Parcels Post.<br />

GUARDS.<br />

Approval has been given for Rat Guards, to comply with Quarantine<br />

Regulations, to be supplied to all H.M.A. Ships (including Auxiliaries).<br />

2 Demands for the Rat Guards required should be forwarded to Naval<br />

Store Officer, Sydney, and on receipt of the new pattern, articles replaced<br />

are to be returned to Naval Store Officer.<br />

UNUSUAL PURCHASES AS A CHARGE TO GENERAL MESS.<br />

Recent examinations of Provision and Cash Accounts of H.M.A. Ships<br />

and Establishments show that purchases of Beer, Cigars and Cigarettes<br />

have been made in certain instances for sjoecial occasions such as Christmas<br />

Day.<br />

2. It is notified for general information that under no circumstances<br />

will such purchases be authorized in future. The purchases already effected<br />

were irregular, and have been passed as no definite instructions to the contrary<br />

have been promulgated up to present date, such not having been considered<br />

necessary. It is pointed out, however, that although a wide latitude is<br />

given Accountant Officers under existing Regulations in the purchase of<br />

necessary provisions for victualling Ships' Companies, purchases as a charge<br />

to the General Mess are to be restricted entirely to provisions. If the financial<br />

state of the General Mess in a Ship or Establishment justifies the purchase<br />

of special provisions on special occasions such as Christmas Day, New Year's<br />

Day and Easter Sunday, there is no objection to this course being followed.<br />

On all other occasions the standard of meals issued is to be regular and in<br />

accordance with the ordinary diet prevailing in H.M.A. Ships and Establishments<br />

in General Mess.<br />
