AMENDMENT OF FINANCIAL REGULATIONS (SEA-GOING)—<br />
ENTERTAINING ALLOWANCE.<br />
The following amendment of the Financial Regulations (Sea-going) is<br />
approved :—<br />
114.<br />
Article 7 is amended as from 21st February, 1922, by adding immediately<br />
after Clause (25), new Clause (25A), to read as follows :—<br />
Rate per diem.<br />

ORDINARY SEAMEN—EDUCATIONAL TEST.<br />
The provisions of Admiralty Fleet Order No. 3,157/1921 relative to<br />
the Educational Test for Ordinary Seamen, are applicable, where practicable,<br />
to the <strong>Royal</strong> <strong>Australian</strong> <strong>Navy</strong>.<br />
2. With regard to the last paragraph of Section I., the cases of men serving<br />
in Ships and Establishments not under the orders of the Rear-Admiral<br />
Commanding His Majesty's <strong>Australian</strong> Fleet, who fail to pass educationally<br />
at the second trial, should be reported to the Naval Board.<br />
3. The following Officers will be responsible for the conducting of this<br />
Test :—<br />
(a) Rear-Admiral Commanding His Majesty's <strong>Australian</strong> Fleet, for<br />
all Ships and Establishments under his orders.<br />
(6), The Commodore Superintendent and Senior Naval Officer, Garden<br />
Island, for all Ships and Establishments at Sydney, and <strong>Royal</strong><br />
<strong>Australian</strong> Naval College.<br />
(c) The Captain Superintendent of Training for all Ships and Establishments<br />
in Victoria and those under the orders of the Naval<br />
Board.<br />
4. All details, including the setting and marking of the papers, &c, are<br />
to be arranged locally. Copies of examination papers set should be forwarded<br />
to <strong>Navy</strong> Office for information.<br />

AMENDMENT OF NAVY ORDER No. 426/1921—PAYMENTS TO<br />
OFFICERS AND MEN W TENDERS WHEN ABSENT FROM<br />
PARENT SHD?.<br />
<strong>Navy</strong> Order No. 426 of 1921 is amended by the insertion in paragraph<br />
3, clause (ii), immediately after sub clause " (6) Melbourne—Certifying<br />
Officer, <strong>Navy</strong> Office," of new sub-clause :<br />
" (bb) Westernport—Accountant Officer, Flinders Naval Depot."<br />

The following amendment is to be made to <strong>Navy</strong> Order No. 16 of 1921 :—<br />
Paragraph (2) is cancelled and the following is substituted :-—<br />
"2. To enable a complete check to be made of such claims, a<br />
return is to be furnished at the end of each month to the Director<br />
of <strong>Navy</strong> Accounts showing particulars of the warrants authorized to be<br />
issued, as follows :—<br />

2. Regarding the instructions contained in Appendix II. to Consolidated<br />
<strong>Navy</strong> Orders 1911/20, attention is drawn to the necessity for closer observance<br />
of the following paragraphs :—<br />
Paragraph (1).—Director of <strong>Navy</strong> Accounts to be advised at the time<br />
the warrant is issued of the special circumstances under which<br />
an officer of lower rank than Lieutenant is deputed to sign.<br />
Paragraph (6).—The reason for issue of a warrant to be clearly stated.<br />
The terms " duty," " leave," &c, are insufficient.<br />
