DONATION FROM CANTEEN FUND OF H.M.A.S. "AUSTRALIA"<br />

IN 1919 FOR THE ERECTION OF HEADSTONES ON THE GRAVES<br />

OF RATINGS BURIED IN THE DALMENY CEMETERY, SCOTLAND.<br />

In 1919 the Canteen Committee of H.M.A.S. Australia donated a sum<br />

of £160 to be used for the upkeep of graves of ten men belonging to H.M.A.S.<br />

Australia who were buried in the Dalmeny Cemetery, South Queensferry,<br />

Scotland, and for the provision of five headstones for the graves of five of the<br />

ten men buried at the Cemetery, similar to those already erected over the<br />

graves of the other five men.<br />

2. The Naval Representative reports that the communication received<br />

from the Commanding Officer, H.M.A.S. Australia, expressly stated that<br />

the sum of £160 donated was to be allocated as follows :—<br />

£100 on trust for that Ship, the interest of which is to meet the<br />

upkeep and care of the graves ;<br />

£60 for purchase of the five headstones required.<br />

3. The Naval Representative further states that tenders for the provision<br />

and erection of five headstones, similar to those already erected, were invited<br />

from five firms in Edinburgh, and the lowest tender received is £30 for each<br />

headstone, a total of-£150.<br />

4. The Imperial Authorities now bear the cost of all maintenance charges<br />

in connexion with the graves of R.A.N, personnel buried in the United<br />

Kingdom, and, in view of the altered circumstances which have arisen since<br />

the donation was made, the Board have decided that it is now unnecessary<br />

to reserve any sum to be used towards the upkeep and care of the graves.<br />

They have therefore notified the Naval Representative that the lowest tender<br />

received, viz., £30 for each headstone, should be accepted, and that the work<br />

of erection of the headstones should be proceeded with forthwith. The<br />

Naval Representative has also been asked to report when the work has been<br />

completed, and to make a recommendation as to the disposal of the amount<br />

of the balance of £10.<br />

3. The hourly rate of overtime in such cases should be computed as<br />

follows :—<br />

4. It has also been decided that such officers who are required to work<br />

overtime on a holiday under conditions as stated should be credited with<br />

time actually worked between 8 a.m. and 6 p .m. for the purpose of computing<br />

any overtime payments for which they may be eligible on the fortnightly<br />

basis of 81 hours. (A ^ / y u )<br />

PERMANENT CLERICAL OFFICERS (OFFICE STAFF) -PAYMENT<br />

FOR OVERTIME ON HOLIDAYS.<br />

The instructions contained in clauses (iii) and (v) of <strong>Navy</strong> Order No. 402<br />

of 1921, relating to payment for overtime on holidays, will not in future<br />

apply to permanent clerical officers (Office Staff) whose usual hours of duty<br />

are 9 a.m. to 4.30 p.m.<br />

2. Holiday overtime to these officers will, except in regard to the hourly<br />

rate, be governed by the provisions of clause 8 of the Public Service Arbitrator's<br />

Determination in the case of the Commonwealth Public Service<br />

Clerical Association, and the instructions issued by <strong>Navy</strong> Office in connexion<br />

therewith. (Vide Circular Letter 318 of 2nd December, 1921, C.21/1/289).<br />

Any such officer, therefore, who is instructed to work on a holiday involving<br />

overtime extending into the evening hours should ,be required to remain on<br />

duty till 5.45 p.m. before ceasing duty for tea.<br />
