(b) Captain Superintendent of Training, Flinders Naval Depot—<br />
(i) To approve of demands upon Naval Store Depots, for Stores<br />
allowed by Establishment.<br />
(ii) To approve of requisitions for purchase of Stores, other than<br />
victualling stores, not exceeding £10 in any one order or<br />
£50 in any one month.<br />
(iii) To approve of expenditure, other than for Stores, not exceeding<br />
£25 in any one case, under Contingencies.<br />
(iv) To approve of the employment of casual labour (non-clerical),<br />
but no person is to be employed under this authority<br />
for any longer time than an aggregate period of six (6)<br />
weeks in any financial year, without the approval of the<br />
Naval Board.<br />
(v) To approve of purchase of fresh provisions required for<br />
victualling personnel under the General Messing System.<br />
(c) Commanding Officer, R.A.N. College—<br />
(i) To approve of demands upon Naval Store Depots for Stores<br />
allowed by Establishment.<br />
(ii) To approve of requisitions for purchase of Stores other than<br />
victualling stores, not exceeding £5 in any one order or<br />
£25 in any one month.<br />
(iii) To approve of expenditure, other than for Stores, not exceeding<br />
£25 in any one case, under Contingencies.<br />
(iv) To approve of the employment of casual labour (non-clerical),<br />

(ii) To apprpve of requisitions for purchase of Stores, other than<br />
victualling stores, not exceeding £5 in any one order or<br />
£25 in any one month.-<br />
(iii) To approve of expenditure, other than for Stores, not exceeding<br />
£25 in any one case, under Contingencies,<br />
(iv) To approve of purchase of Fresh Provisions required for<br />
victualling personnel under the General Messing System.<br />
\e) District Naval Officers—<br />
(i) To approve of demands upon Naval Store Depots, for Stores<br />
allowed by Establishment,<br />
(ii) To approve of requisitions for local purchases of other<br />
stores, and for such stores allowed by Establishment, the<br />
local purchase of which may be authorized by the Naval<br />
Board, not exceeding £5 in any one case, or £25 in any<br />
one month.<br />

(iii) To approve of Expenditure, other than for Stores, not exceeding<br />
£25 in any one case, under Contingencies, in connexion<br />
with the B.A.N. Eeserve, expenditure incurred by<br />
District Naval Officer acting as local representative of the<br />
Naval Board or Naval Intelligence Officer, care and maintenance<br />
of ships and craft under his orders, recruiting for<br />
the R.A.N.<br />
(iv) To approve of payment of claims for overtime and Sunday pay.<br />
Early in each month a schedule of payments for overtime<br />
and Sunday work performed during the preceding<br />
month, showing name, position, number of hours worked,<br />
rate, amount paid, and a short explanation as to the<br />
necessity for such overtime, shall be forwarded for<br />
covering approval of the Naval Board.<br />
(v) The expenditure to be authorized by District Naval Officers<br />
under (ii), (iii), and (iv) must not exceed in the aggregate<br />
the following amounts per month in the respective States,<br />
without the approval of the Naval Board:—<br />
New South Wales .. £100<br />
Victoria £100<br />
Queensland £75<br />
South Australia £50<br />
Western Australia £50<br />
Tasmania £50<br />
(vi) To approve, in emergent cases, of expenditure in anticipation<br />
of superior authority.<br />
This approval must be restricted to cases of real<br />
emergency, and necessary covering approval should be<br />
sought at the earliest possible moment.<br />
(/) Naval Representative, London—<br />
(i) To engage, at ruling rates of pay, temporary clerks, draughtsmen,<br />
or typists, for such limited periods as may be necessary,<br />
and to renew such appointments from time to time<br />
as requisite, provided that total period shall not exceed<br />
six (6) months without special Naval Board approval.<br />
The approval of the Naval Board is to be obtained for all<br />
increases beyond ruling rates of pay.<br />
•Report of the engagement of any temporary clerk,<br />
draughtsman, or typist, under this authority shall be<br />
made forthwith to the Naval Board,<br />
(ii) To approve of payment of claims for overtime and Sunday pay.<br />

the Naval Board should be sought at the earliest possible<br />
moment.
