(b) Captain Superintendent of Training, Flinders Naval Depot—
(i) To approve of demands upon Naval Store Depots, for Stores
allowed by Establishment.
(ii) To approve of requisitions for purchase of Stores, other than
victualling stores, not exceeding £10 in any one order or
£50 in any one month.
(iii) To approve of expenditure, other than for Stores, not exceeding
£25 in any one case, under Contingencies.
(iv) To approve of the employment of casual labour (non-clerical),
but no person is to be employed under this authority
for any longer time than an aggregate period of six (6)
weeks in any financial year, without the approval of the
Naval Board.
(v) To approve of purchase of fresh provisions required for
victualling personnel under the General Messing System.
(c) Commanding Officer, R.A.N. College—
(i) To approve of demands upon Naval Store Depots for Stores
allowed by Establishment.
(ii) To approve of requisitions for purchase of Stores other than
victualling stores, not exceeding £5 in any one order or
£25 in any one month.
(iii) To approve of expenditure, other than for Stores, not exceeding
£25 in any one case, under Contingencies.
(iv) To approve of the employment of casual labour (non-clerical),
but no person is to be employed under this authority for
any longer time than an aggregate period of six (6) weeks
in any financial year, without the approval of the Naval
Board.
(v) To approve of purchase of Fresh Provisions required for

(d) Commanding Officers, H.M.A.S. " Tingira" and H.M.A.S.

allowed by Establishment,
(ii) To apprpve of requisitions for purchase of Stores, other than
victualling stores, not exceeding £5 in any one order or
£25 in any one month.-
(iii) To approve of expenditure, other than for Stores, not exceeding
£25 in any one case, under Contingencies,
(iv) To approve of purchase of Fresh Provisions required for
victualling personnel under the General Messing System.
\e) District Naval Officers—
(i) To approve of demands upon Naval Store Depots, for Stores
allowed by Establishment,
(ii) To approve of requisitions for local purchases of other
stores, and for such stores allowed by Establishment, the
local purchase of which may be authorized by the Naval
Board, not exceeding £5 in any one case, or £25 in any
one month.

(iii) To approve of Expenditure, other than for Stores, not exceeding
£25 in any one case, under Contingencies, in connexion
with the B.A.N. Eeserve, expenditure incurred by
District Naval Officer acting as local representative of the
Naval Board or Naval Intelligence Officer, care and maintenance
of ships and craft under his orders, recruiting for
the R.A.N.
(iv) To approve of payment of claims for overtime and Sunday pay.
Early in each month a schedule of payments for overtime
and Sunday work performed during the preceding
month, showing name, position, number of hours worked,
rate, amount paid, and a short explanation as to the
necessity for such overtime, shall be forwarded for
covering approval of the Naval Board.
(v) The expenditure to be authorized by District Naval Officers
under (ii), (iii), and (iv) must not exceed in the aggregate
the following amounts per month in the respective States,
without the approval of the Naval Board:—
New South Wales .. £100
Victoria £100
Queensland £75
South Australia £50
Western Australia £50
Tasmania £50
(vi) To approve, in emergent cases, of expenditure in anticipation
of superior authority.
This approval must be restricted to cases of real
emergency, and necessary covering approval should be
sought at the earliest possible moment.
(/) Naval Representative, London—
(i) To engage, at ruling rates of pay, temporary clerks, draughtsmen,
or typists, for such limited periods as may be necessary,
and to renew such appointments from time to time
as requisite, provided that total period shall not exceed
six (6) months without special Naval Board approval.
The approval of the Naval Board is to be obtained for all
increases beyond ruling rates of pay.
•Report of the engagement of any temporary clerk,
draughtsman, or typist, under this authority shall be
made forthwith to the Naval Board,
(ii) To approve of payment of claims for overtime and Sunday pay.
Early in each month a schedule of payments for
overtime and Sunday work performed during the preceding
month, showing name, position, number of hours
worked, rate, amount paid, and- a short explanation as
to the necessity for such overtime, shall be forwarded
for covering approval of the Naval Board,
(iii) To approve of demands on the High Commissioner for
Stationery and incidentals not exceeding £5 in any one
demand, or £25 in any one month. This limit may be
exceeded in emergent cases, but covering approval of
the Naval Board should be sought at the earliest possible
moment.
