10. The Rear-Admiral Commanding H.M.A. Fleet will arrange for the<br />
election of the representatives from H.M.A. Ships and Establishments at<br />
Sydney ; H.M.A. Ships and Establishments under the command of the<br />
Commodore Superintendent and Senior Naval Officer, Sydney, and Ships under<br />
the direct command of the Naval Board which may be present at Sydney,<br />
will be included with the Sea-going Fleet for this purpose. The Commanding<br />
Officer, Flinders Naval Depot, will arrange for the election of the representatives<br />
from H.M.A. Ships and Establishments in Victoria.<br />
11. A suitable Senior Officer will be detailed by the Rear-Admiral Commanding<br />
H.M.A. Fleet to preside at each Group Meeting. In addition,<br />
the Rear-Admiral Commanding will, if considered necessary, detail an<br />
experienced Officer of the Group to which the men belong to attend to offer<br />
advice and information, if required. The Presiding Officers and other<br />
Officers in attendance will be guided by the instructions laid down in paragraph<br />
5.<br />
12. The requests of each Group Meeting, when finally drawn up, will be<br />
handed to the Senior Officer present, who will transmit them to the Rear-<br />
Admiral Commanding for his comments. All requests, Class and General,<br />
will then be forwarded to the Naval Board for consideration and decision,<br />
vide paragraph 6.<br />
13. In order to avoid duplication of requests, Group Meetings are to be<br />
particularly careful to formulate purely Class Requests, i.e., requests on<br />
matters which affect the members of their class or branch only.<br />
PROCEDURE FOR GENERAL REQUESTS.<br />
14. The meeting for the drawing up of General Requests will be attended<br />
by the following representatives, who are to be elected from members of the<br />
Group Meetings on the completion of the preparation of Class Requests :—<br />

15. The General Request Meeting will be presided over by a Senior<br />
Executive Officer, assisted by other Officers as detailed by the Rear-Admiral<br />
Commanding H.M.A. Fleet. These Officers will be guided by the instructions<br />
laid down in paragraph 5.<br />
16. General Requests, when drawn up, will be handed to the Presiding<br />
Officer for transmission to the Naval Board, through the Rear-Admiral<br />
Commanding, as indicated in paragraph 6.<br />

17. Group Meetings are to formulate Class Requests only, and the General<br />
Meeting General Requests only. In the event of any doubt as to the category<br />
under which a particular request falls, it should be dealt with as a General<br />
Request. Subject to this, Group Meetings and the General Meeting are<br />
authorized to discuss and put forward representations in respect of :—<br />
Promotions;<br />
Accommodation;<br />
Messing and Canteen Arrangements ;<br />
Uniform and Clothing;<br />
Deferred Pay ;<br />
Term of Engagement;<br />
Pay and Allowances.<br />
The meetings will not be authorized to discuss or put forward representations<br />
as to—<br />
Matters of policy, such as the employment, or distribution, or training<br />
of the Fleet;<br />
Matters of discipline ; or the general arrangement of duties in the<br />
Service;<br />
Individual claims, or individual grievances of any kind ;<br />
Matters affecting individual Ships or Establishments.<br />
18. While it is desired to maintain the object of these meetings, which<br />
is to give recognized opportunities to bring to the notice of the Naval Board<br />
any conditions which, in the opinion of the men, require, and are capable of,<br />
improvement, the Board wish to impress upon the representatives the desirability<br />
of putting forward only requests which can reasonably be adopted.<br />
It is important that it should be realized that, in view of the comparative<br />
high rates of pay and allowances at present in force, and the decreasing cost<br />
of living, requests which involve large additional charges to the public funds<br />
cannot be approved. It should further be borne in mind that requests,<br />
such as changes in accommodation which entail large structural alterations<br />
in Ships and Establishments, or material alterations in Uniform Regulations,<br />
which the Naval Board have recently and definitely indicated their inability<br />
to approve, cannot be expected to meet with success by repetition,<br />
19. The Rear-Admiral Commanding H.M.A. Fleet will detail Junior<br />
Accountant Officers or Writer Ratings to assist each Group Meeting and<br />
the General Request Meeting in the formulation and presentation of requests.<br />
20. Article 25 of the Consolidated <strong>Navy</strong> Orders 1911-1920, is hereby<br />
cancelled.<br />

PROVISION ACCOUNT.—INSERTION OF CASH VOUCHER NUMBERS.<br />
With reference to <strong>Navy</strong> Order No. 290/1921, section (2), clause (VII.),<br />
it is observed that Accountant Officers of Ships are in some instances omitting<br />
to insert the voucher number of contractors' claims in the Ship's Provision<br />
Account after such information has been forwarded by the Certifying Officer<br />
°f the Shore Establishment concerned.<br />
