AMENDED VICTUALLING ARRANGEMENTS FOR SHIPS AND<br />
ESTABLISHMENTS IN GENERAL MESS AND ON STANDARD<br />
RATION.<br />
(A) REVISED FIXED ISSUING PRICES FOR PROVISIONS.<br />
With reference to <strong>Navy</strong> Order No. 284 of 1922, the following is a complete<br />
list of all articles of provisions for which a fixed issuing rate will obtain as<br />
from 1st October, 1922. The rates shown are to be charged for all issues<br />
to the General Mess and to Repayment Messes in H.M.A. Ships and Establishments,<br />
including vessels where the Standard Ration system of victualling<br />
is in operation :—<br />

NOTE.—(i) The purchase of Hind Quartern of Beef separately is approved only at Sydney and Melbourne<br />
(including Westernport). At other ports, Fore and Hind' Quarters must be purchased in equal<br />
quantities, pending further instructions to the contrary.<br />

2. The prices of articles of provisions not provided for in the foregoing list<br />
are to be. regulated as follows :—<br />
(a) Supplies under local contracts—To be charged for at contract rates-<br />
(b) Supplies from <strong>Royal</strong> Edward Victualling Yard—To be charged'for at<br />
prices inserted in Supply Notes by the Victualling Store Officer.<br />
On the first day of each quarter the prices of all such provisions<br />
remaining on charge are to be averaged to the nearest farthing,<br />
and such average price is to apply until all such stocks carried<br />
forward to a new Provision Account have been expended.<br />
(c) Supplies purchased other than (a) and (b)—To be charged at actual<br />
cost price.<br />
3. The special attention of Accountant Officers is drawn to <strong>Navy</strong> Order<br />
No. 203 of 1922, which is still applicable, and which is to be closely observed<br />
in all Ships and Establishments.<br />
4. Consolidated <strong>Navy</strong> Orders 1911-1920, Article 309, and <strong>Navy</strong> Order<br />
No. 49 of 1921, are hereby cancelled.<br />
(B) REVISED STANDARD RATION AND MESSING ALLOWANCE FOR SHIPS: NOT<br />
VICTUALLED ON THE GENERAL MESSING SYSTEM, AND INSTRUCTIONS<br />
GOVERNING SAME.<br />
As from 1st October, 1922, the Standard Daily Ration in the <strong>Royal</strong> <strong>Australian</strong><br />
<strong>Navy</strong> shall be as follows :—<br />
Bread, 12 ozs. ; Butter, 2 ozs. ; Tea, J oz., or Coffee, 2 ozs. ; Sugar,<br />
3 ozs. ; Chocolate, | oz. ; Potatoes, 12 ozs. ; Condensed Milk (unsweetened),<br />
2 ozs., or Fresh Milk, g pint; Fresh Vegetables, -J- lb. (see<br />
note (i) ; Fresh Meat, 9 to 12 ozs. (see note (ii) ).<br />
Note.—(i) Fresh Vegetables to consist of one of the following :~—<br />
Cabbage, Carrots, Onions, Parsnips, Swedes.<br />
(ii) Fresh Meat to consist of :—Carcass Beef, 12 ozs. ; Corned Beef,<br />
12 ozs. ; Mutton, Carcass, 12 ozs. ; Mutton, Chops, 12 ozs. ; Rolled Ribs,<br />
9 ozs. ; Topside or Thick Flank, 9 ozs. ; Veal, 12 ozs.<br />
If satisfactory arrangement for supply can be made, the daily<br />
meat ration may be made up of one-half of any two of the foregoing<br />
quantities.<br />
Substitutes when fresh 'provisions are not available :—<br />
In lieu of Bread—Biscuit, 8 ozs., or Flour, 12 ozs.<br />
In lieu of Fresh Meat—Preserved Meat, 8 ozs.<br />
In lieu of Potatoes—Rice, 3 ozs., or Flour, 5 ozs.<br />
In lieu of Fresh Vegetables—Dried Peas or Haricot Beans, 3 ozs.<br />
2. Any additional quantities of the above articles, and also any other<br />
provisions required by messes, are to be issued on repayment, and charged<br />
against a Messing Allowance of 9d. per head per diem, which will come into<br />
operation with the Revised Standard Ration.<br />
3. All provisions for which there is a fixed issuing price will be issued on<br />
repayment to messes at the established price, and in the case of articles stocked<br />
for which no fixed issuing price applies, the cost price is to be charged, or as<br />
otherwise may be approved from time to time for Ships in General Mess.<br />
4. Accountant Officers of Parent Ships are to arrange that, as far as possible,<br />
stocks of various provisions are maintained in Tenders to provide a<br />
reasonable variety for issue on repayment, but special steps should be taken
