AMENDMENT OF AUXILIARY SERVICES REGULATIONS.
The following amendment of the Regulations and Instructions for the
Auxiliary Services (Navy Order No. 294/1921) is approved, with effect as
from 1st July, 1921 :—

Article 71 is amended by adding new paragraph as follows :—
" In cases of absence on sick leave, and/or on extended leave
without pay in excess of 31 days in any financial year, the Naval
Board may defer the increment of the member concerned for
the number of days by which such sick leave and/or extended
leave exceeds 31 days, provided that such deferment shall apply
to the next succeeding increment only."
2. The Naval Financial Regulations will be amended by Statutory
Rule in due course.

ENGINE ROOM RATINGS IN DESTROYERS — CONTROL BY
ENGINEER OFFICERS.
Attention is called to Admiralty Fleet Order No. 86/1922, regarding the
control of Engine-room ratings in Destroyers by Engineer Officers.

AUTHORITIES TO INCUR EXPENDITURE.

1. Regulations 8, 9 and 10 of Naval Financial Regulations (Statutory
Rules 1920, No. 248), will shortly be repealed and new regulation No. 8
inserted as follows :—
" 8. Officers-in-Charge and District Naval Officers are authorized
to incur expenditure within such limits and subject to such conditions
as may be prescribed by the Naval Board."
2. Authorities of Heads of Branches.—Heads of Branches in Navy Office
have been vested with limited authority by the Naval Board in respect of
Votes placed under their supervision.
3. Authorities of Officers-in-Charge of H.M.A. Naval Establishments, Commanding
Officers E.A.N. College, H.M.A.S. " Tingira," H.M.A.S. " Platypus,"
District Naval Officers, and Naval Representative, London—
(a) Commodore Superintendent and Senior Naval Officer, Sydney, is
vested with authority—
(i) To engage skilled or unskilled labour at ruling rates of wages
provided such are not less than Award rates, and provided
that the work on which such labour is employed has been
duly authorized. No person is to be employed at anv
wage in excess of 15s. per diem, unless the rate is that
prescribed by an Award, or has been approved by the
Naval Board.

(ii) To engage temporary clerks, draughtsmen, or typists for
such limited periods as may be necessary, and to renew
such appointments from time to time as requisite, provided
that total period shall not exceed twelve months
without Naval Board approval, at the rates prescribed in
Arbitration Court Awards. The approval of the Naval
Board is to be obtained for all increases beyond the
rates prescribed in the Awards.
The employment of all temporary clerks, draughtsmen,
and typists is to be reported to the Naval Board for confirmation,
(iii) To approve of payment of claims for Overtime and Sunday
Pay.
Early in each month a schedule of payments due or
made to members of the Administration and Office Staffs
(including salaried Staff), on account of overtime and
Sunday work performed, &c, during the preceding month,
showing name, position, number of hours worked, rate,
amount paid, and a short explanation as to the necessity
for such overtime, shall be forwarded for the covering
approval of the Naval Board.
(iv) To approve of demands on the Naval Store Officer for
materials for upkeep of Yard Services, Floating Craft,
&c, which the Commodore Superintendent is authorized
to put in hand, or for which Naval Board approval has
been received.
(v) To approve of repairs to Yard Plant and Floating Craft
being carried out, provided the cost of same, including
labour and material, does not exceed £100 in any one case.
This includes cost of replacements to make good defects,
e.g., tools to maintain stocks, but does not include new
work.
(vi) To approve of expenditure for Contingencies, e.g., towage,
electric' current, telephone charges, not exceeding £100
in any one case.
(yii) To approve of purchase of fresh provisions required for
victualling sea-going personnel under the General Messing
System.
fviii) To approve of requisitions for local purchases of stores
allowed by Establishment and freight and lighterage
thereon, not exceeding £20 in anv one order, or £500 in
any one month. Requisitions in excess of these limits
are to be forwarded for the approval of the Director of
Naval Stores, Director of Victualling, Director of Ordnance,
Torpedoes and Mines, or Director of Naval Medical
Services, as the case may be. <
(ix) To approve, in emergent cases, of expenditure in anticipation
of superior authority. This approval must be restricted
to cases of real emergency, and necessary covering approval
should be sought at the earliest possible moment.
