148.<br />

AMENDMENT OF AUXILIARY SERVICES REGULATIONS.<br />

The following amendment of the Regulations and Instructions for the<br />

Auxiliary Services (<strong>Navy</strong> Order No. 294/1921) is approved, with effect as<br />

from 1st July, 1921 :—<br />

149.<br />

Article 71 is amended by adding new paragraph as follows :—<br />

" In cases of absence on sick leave, and/or on extended leave<br />

without pay in excess of 31 days in any financial year, the Naval<br />

Board may defer the increment of the member concerned for<br />

the number of days by which such sick leave and/or extended<br />

leave exceeds 31 days, provided that such deferment shall apply<br />

to the next succeeding increment only."<br />

2. The Naval Financial Regulations will be amended by Statutory<br />

Rule in due course.<br />

ENGINE ROOM RATINGS IN DESTROYERS — CONTROL BY<br />

ENGINEER OFFICERS.<br />

Attention is called to Admiralty Fleet Order No. 86/1922, regarding the<br />

control of Engine-room ratings in Destroyers by Engineer Officers.<br />

AUTHORITIES TO INCUR EXPENDITURE.<br />

(P. 349/8/U<br />

1. Regulations 8, 9 and 10 of Naval Financial Regulations (Statutory<br />

Rules 1920, No. 248), will shortly be repealed and new regulation No. 8<br />

inserted as follows :—<br />

" 8. Officers-in-Charge and District Naval Officers are authorized<br />

to incur expenditure within such limits and subject to such conditions<br />

as may be prescribed by the Naval Board."<br />

2. Authorities of Heads of Branches.—Heads of Branches in <strong>Navy</strong> Office<br />

have been vested with limited authority by the Naval Board in respect of<br />

Votes placed under their supervision.<br />

3. Authorities of Officers-in-Charge of H.M.A. Naval Establishments, Commanding<br />

Officers E.A.N. College, H.M.A.S. " Tingira," H.M.A.S. " Platypus,"<br />

District Naval Officers, and Naval Representative, London—<br />

(a) Commodore Superintendent and Senior Naval Officer, Sydney, is<br />

vested with authority—<br />

(i) To engage skilled or unskilled labour at ruling rates of wages<br />

provided such are not less than Award rates, and provided<br />

that the work on which such labour is employed has been<br />

duly authorized. No person is to be employed at anv<br />

wage in excess of 15s. per diem, unless the rate is that<br />

prescribed by an Award, or has been approved by the<br />

Naval Board.<br />

(ii) To engage temporary clerks, draughtsmen, or typists for<br />

such limited periods as may be necessary, and to renew<br />

such appointments from time to time as requisite, provided<br />

that total period shall not exceed twelve months<br />

without Naval Board approval, at the rates prescribed in<br />

Arbitration Court Awards. The approval of the Naval<br />

Board is to be obtained for all increases beyond the<br />

rates prescribed in the Awards.<br />

The employment of all temporary clerks, draughtsmen,<br />

and typists is to be reported to the Naval Board for confirmation,<br />

(iii) To approve of payment of claims for Overtime and Sunday<br />

Pay.<br />

Early in each month a schedule of payments due or<br />

made to members of the Administration and Office Staffs<br />

(including salaried Staff), on account of overtime and<br />

Sunday work performed, &c, during the preceding month,<br />

showing name, position, number of hours worked, rate,<br />

amount paid, and a short explanation as to the necessity<br />

for such overtime, shall be forwarded for the covering<br />

approval of the Naval Board.<br />

(iv) To approve of demands on the Naval Store Officer for<br />

materials for upkeep of Yard Services, Floating Craft,<br />

&c, which the Commodore Superintendent is authorized<br />

to put in hand, or for which Naval Board approval has<br />

been received.<br />

(v) To approve of repairs to Yard Plant and Floating Craft<br />

being carried out, provided the cost of same, including<br />

labour and material, does not exceed £100 in any one case.<br />

This includes cost of replacements to make good defects,<br />

e.g., tools to maintain stocks, but does not include new<br />

work.<br />

(vi) To approve of expenditure for Contingencies, e.g., towage,<br />

electric' current, telephone charges, not exceeding £100<br />

in any one case.<br />

(yii) To approve of purchase of fresh provisions required for<br />

victualling sea-going personnel under the General Messing<br />

System.<br />

fviii) To approve of requisitions for local purchases of stores<br />

allowed by Establishment and freight and lighterage<br />

thereon, not exceeding £20 in anv one order, or £500 in<br />

any one month. Requisitions in excess of these limits<br />

are to be forwarded for the approval of the Director of<br />

Naval Stores, Director of Victualling, Director of Ordnance,<br />

Torpedoes and Mines, or Director of Naval Medical<br />

Services, as the case may be. <<br />

(ix) To approve, in emergent cases, of expenditure in anticipation<br />

of superior authority. This approval must be restricted<br />

to cases of real emergency, and necessary covering approval<br />

should be sought at the earliest possible moment.
