341.<br />
MATE (A)—INTRODUCTION OF RANK IN R.A.N.<br />
The Naval Board have approved of the introduction of the rank of<br />
Mate (A) in the <strong>Royal</strong> <strong>Australian</strong> <strong>Navy</strong>. For the present, the number of<br />
promotions will be limited to one in every three years, and the first promotion<br />
will be made in 1923, provided a candidate qualified and recommended is<br />
forthcoming. If no selection is made, the vacancy will be provided for the<br />
following year.<br />
2. A Selection Committee to interview the candidates of the Writer and<br />
Victualling Branches for the rank of Mate (A) will assemble in July, 1923.<br />
The names of candidates, who are qualified in all respects to appear before<br />
the Selection Committee (see Clause 4), are to be forwarded to reach the<br />
<strong>Navy</strong> Office by the 1st July, 1923.<br />
3. Candidates must not be less than 21 years or more than 25 years of<br />
age,on 1st August, 1923.<br />
4. Before being permitted to present themselves before the Selection<br />
Committee, candidates will be required :—<br />
(a) to obtain a 1st Class Certificate in the Higher Educational Test,<br />
i.e.. 75 per cent, of marks in each of the following four subjects<br />
:—<br />
General Knowledge,<br />
English History,<br />
Geography,<br />
Practical Mathematics.<br />
(b) to pass a professional examination in the subjects of the Branch<br />
to which they at present belong, i.e., a Writer rating will be<br />
required to take an examination in Captain's Clerk work,<br />
Ship's Office work, and Typewriting, and a Victualling rating<br />
in subjects appertaining to the Victualling Branch, the standard<br />
being that of the Professional Examination for Warrant rank<br />
for the Writer and Victualling Branches.<br />
Recommendations are to be made on the established Form<br />
A.S. 1304.<br />
All candidates for Acting Mate (A) are to be medically<br />
examined before they appear before the Selection Committee.<br />
Form A.S. 1304 is to contain a statement that the candidate<br />
has been medically examined and found to be fit for Warrant<br />
Rank.<br />
5. The Professional Examination will be held in May, 1923 ; the actual<br />
date will be notified in due course.<br />
6. The candidate selected will be granted the rank of Acting Mate (A).<br />
Acting Mates (A) will be appointed, in the first instance, to a Ship or Establishment<br />
for experience in the duties of the Branch other than that to which<br />
they belonged prior to being given the acting rank. A professional examination<br />
will be held at the end of 12 months' service in the acting rank, and on<br />
passing, and being recommended, candidates will be confirmed in the rank<br />
of Mate (A).<br />
7. Classes of Certificate in the Professional Examinations referred to in<br />
paragraphs 4 and 6 will be assessed as follows :—<br />
80 per cent, of total marks in each examination or over .. 1st Class<br />
65 per cent, of total marks in each examination or over.. 2nd Class<br />
50 per cent, of total marks in each examination or over.. 3rd Class<br />

8. A first class in either examination counts two marks ; a second class,<br />
one mark ; and a third class, nil.<br />
Mates (A) will be advanced to the rank of Paymaster Lieutenant in accordance<br />
with the following scale, provided the officer's conduct has been satisfactory<br />
:—<br />

9. Subsequent promotion to the rank of Paymaster Lieutenant-Commander<br />
will be made on completing eight years as Paymaster Lieutenant,<br />
subject to passing the required examination.<br />
10. The above Regulations will be liable to amendment from time to<br />
time, and in the event of the rank of Mate (A) being introduced in the <strong>Royal</strong><br />
<strong>Navy</strong>, the desirability of bringing R.A.N. Regulations on the subject into<br />
line with those laid down for the R.N. will be considered.<br />

342.<br />
AMENDMENT OF REGULATIONS AND DESTRUCTIONS FOR<br />
THE ROYAL AUSTRALIAN NAVAL RESERVE.<br />
It has been decided that all promotions to the ranks of Midshipman,<br />
Sub-Lieutenant and Lieutenant of the Military, Engineer and Accountant<br />
Branches of the <strong>Royal</strong> <strong>Australian</strong> Naval Reserve shall be " on probation "<br />
instead of " provisional " as the regulations now provide.<br />
2. Consequent upon the above, the following amendments of the Regulations<br />
and Instructions for the <strong>Royal</strong> <strong>Australian</strong> Naval Reserve have been<br />
approved :—<br />
(1) Articles 55 and 56 are omitted and the following articles are<br />
inserted in their stead :—<br />
"55. Promotions to be ' on probation.'—All promotions to the<br />
ranks of Midshipman, Sub-Lieutenant, Lieutenant, Midshipman<br />
(E), Engineer Sub-Lieutenant, Engineer Lieutenant, Paymaster<br />
Midshipman, Paymaster Sub-Lieutenant and Paymaster<br />
Lieutenant shall be on probation until the Probationary Officer<br />
has been recommended for confirmation by the Commanding<br />
Officer of the Ship or Establishment in which a period of continuous<br />
training is performed. In the event of a Probationary<br />
Officer not being recommended for confirmation within two years<br />
he shall revert to such rank or rating as he shall, in the opinion<br />
of the District Naval Officer, be qualified for, and his probationary<br />
promotion shall determine." .<br />
" 56. Promotion to Sub-Lieutenant and Engineer Sub-Lieutenant.—Sub-Lieutenants<br />
and Engineer Sub-Lieutenants shall<br />
be selected from Midshipmen and Midshipmen (E) who possess<br />
the qualifications and have passed the examinations prescribed<br />
in Appendix II."
