3. The conditions governing the care, custody, preparation, and signing<br />

of Railway Warrants set forth in Appendix II. of the Consolidated <strong>Navy</strong><br />

Orders 1911-20 apply to Excess Luggage Warrants.<br />

4. Attention is drawn to the necessity that a separate Excess Luggage<br />

Warrant be supplied to the person travelling, corresponding with the railway<br />

warrants necessary for the journey, e.g., a rating travelling from Crib Point<br />

to Nowra would require to be issued with the following Warrants :—<br />

5. Provision has been made on the new form for the insertion of the weight<br />

of the luggage allowed to be carried at Departmental expense by the person<br />

travelling, vide prescribed scale set forth in Financial Regulations (Sea-Going),<br />

Article 22, Clause 1, and Naval Financial Regulations 74D. (This weight is<br />

inclusive of the passenger allowance granted by Railway Department, viz.,<br />

1 cwt. in respect of 1st class passengers, and 84 lbs. for 2nd class.)<br />

Any weight in excess of the prescribed scale allowance referred to must<br />

be paid for by the person travelling at the time of booking his luggage.<br />

Where a member is travelling with his luggage, care must be taken to<br />

see that the free passenger allowance, which is covered by his ticket, is granted,<br />

otherwise he will render himself liable to refund any extra charge which may<br />

be incurred.<br />

6. In the case of Naval Drafts, the total baggage would not ordinarily<br />

exceed the total luggage allowance as per prescribed scale. Authority is,<br />

therefore, given in the case of Drafts for the total service baggage to be<br />

carried at Government expense, and Excess Luggage Warrants issued in such<br />

circumstances should be amended accordingly.<br />

7. <strong>Navy</strong> Orders Nos. 435 of 1921 and 57 and 111 of 1922 are hereby<br />

cancelled.<br />

STAFF COMMITTEE (CIVIL)— HE-CONSTITUTION OF.<br />

The following memorandum from the Secretary, Department of Defence,<br />

relative to the re-constitution of the Committee to deal with Staff<br />

matters under Civilian Staff Regulations, is promulgated for information and<br />

guidance :—<br />

" I have to inform you that consequent on the cancellation of Naval<br />

Staff Regulations relating to Civilian Staff, an amendment of Civilian<br />

Staff Regulations No. 2 (a) as follows has been made :—<br />

' 2 (A) (1). A Staff Committee consisting of members appointed<br />

by the Minister, including the Staff Inspector, shall advise the<br />

Secretary on all matters under these Regulations and the Defence<br />

(Civil Employment) Act 1918 referred to it for consideration.<br />

(2). The Minister may appoint a Chairman of the Committee.<br />

(3). The Staff Inspector shall make such inspections and<br />

inquiries as may be necessary for the information of the Secretary<br />

or of the Committee, and shall prepare agenda for the meetings<br />

of the Committee '—<br />

and the Minister has approved of the personnel of the Committee<br />

being as follows :—<br />

Mr. W. A. Newman (Chief Clerk), to be Chairman.<br />

Mr. H. McTaggart, Public Service Commissioner's representative.<br />

Mr. G. Sharp, nominated by Naval Board.<br />

Mr. R. J. Murphy, Staff Inspector.<br />

Major J. M. Lean, nominated by Military Board."<br />

2. Directors and Heads of Branches are to arrange for every facility to<br />

be afforded to members of the Committee in carrying out their duties.<br />

3. <strong>Navy</strong> Order No. 48 of 1922 is hereby cancelled!<br />

PURCHASE OF MOTOR SPIRIT.<br />

With reference to <strong>Navy</strong> Order No. 85 of 1922, the prices at which Plume<br />

Motor Spirit will be supplied by Vacuum Oil Company as from 15th July,<br />
