With reference to <strong>Navy</strong> Order No. 15/1922, a contract has now been<br />

i T T g *i W T t the rt 5 J, estles and Anglo-Swiss Condensed Milk Co. (Australasia)<br />

Ltd 597 Little Collins-street, Melbourne, for the supply of Unsweetened<br />

Condensed Milk to—<br />

(a) H.M.A. Ships at Port Melbourne.<br />

(b) Flinders Naval Depot.<br />

(c) H.M.A. Submarine Depot, " Osborne House," Geelong.<br />

at the rate of £1 17s. per case of 48 tins.<br />

2. Requirements of the above ships and establishments are, therefore<br />

to be obtained direct from the above-mentioned Company as necessary.<br />

LOWER DECK WELFARE MACHINERY. PROCEDURE FOR 1922.<br />

After careful consideration of the procedure adopted in 1919-20-21 for<br />

the drawing up and transmitting of representations regarding matters afiectinothe<br />

well-being of the Petty Officers and Men, the Naval Board have decided<br />

to make certain changes in the Welfare Machinery for 1922 and subsequent<br />

years It is considered that the changes will render the procedure better<br />

adapted to the conditions and requirements of the <strong>Royal</strong> <strong>Australian</strong> <strong>Navy</strong>.<br />

2. The Board have also decided that the Welfare Machinery shall in<br />

luture be put into operation biennially instead of annually.<br />

3. The system whereby the representatives of the men constituted an<br />

Advisory Committee to a committee of Officers, known as the Welfare Committee,<br />

has been abolished and is replaced by—<br />

(a) Group Meetings, to be attended by representatives of groups of<br />

classes or branches, to deal with requests which affect only<br />

particular classes or branches, and<br />

(6) A General Meeting, to be attended by representatives elected from<br />

the Group Meetings, to deal with general requests.<br />

4 The first meetings under the new procedure will take place in Sydney<br />

about the second week in May. The date, place, and time of all meetings<br />

will be decided by the Rear-Admiral Commanding H.M.A. Fleet.<br />

5. Each Group Meeting and the General Meeting will be attended by<br />

Officers detailed by the Rear-Admiral Commanding H.M.A. Fleet These<br />

Ulhcers will not take part in the discussions of the men, but may give advice<br />

to the men if asked to do so. The Senior Officer present is to insure that the<br />

proceedings are conducted in a good Service spirit, and that the matters<br />

discussed are confined within the limits laid down in paragraph 17 ; subject<br />

to this, he is to permit freedom of discussion by all present. He will not be<br />

responsible for the decisions arrived at, which are to be determined by majority<br />

8. Ratings below Able Seaman or the equivalent relative rating will not<br />

be eligible to attend Group Meetings or to take part in the election of representatives<br />

for these meetings.<br />

9. The grouping or ratings and the number of representatives to attend<br />

the Group and General Meetings have been computed, as far as possible,<br />

according to the number of the various ratings borne, having in view the<br />

necessity of forming competent but not unwieldy meetings, and giving fair<br />

representation to the men at the two main bases—Sydney and Melbourne.
