370.<br />

SCHOLARSHIPS AT WESLEY COLLEGE,! MELBOURNE.<br />

The following endowed Scholarships for 1923 at Wesley College, Melbourne,<br />

are open to Sailors' or Soldiers' sons, with preference to sons of fallen<br />

Sailors or Soldiers, i.e., " The Fred Knight," " The G.W.P. Creed," " The<br />

Kobert Grieve, V.G." and " The John Grice Jubilee" Scholarship. For the<br />

last named, sons of Commissioned Officers who have lost their lives on service<br />

have preference.<br />

2. All four Scholarships are of the value of £25 per annum for three years,<br />

and more than cover the cost of tuition.<br />

Entries close on 24th November, and all details may be obtained from the<br />

Headmaster.<br />

4. There is no age limit and no examination.<br />

REPATRIATION BENEFITS—ELIGIBILITY OF MEMBERS OF THE<br />

R.A.N.<br />

"With reference to <strong>Navy</strong> Order No. 229 of 1921, relative to the eligibility<br />

of members of the R.A.N, for Repatriation benefits, the Repatriation Commission<br />

has ruled that discharged Naval ratings who served during the War<br />

shall be eligible for benefits under Repatriation Regulation 92. This Regulation,<br />

in so far as, in its amended form, it relates to Naval ratings is promulgated<br />

hereunder for general information :—<br />

" Naval Ratings.—The Commission has decided that the time<br />

limitation of three years from the date of discharge referred to in the<br />

second proviso to Regulation 92 (5) shall operate in the case of discharged<br />

Naval Ratings as follows :—<br />

(i) In the case of discharge from the R.A.N, prior to 8th September,<br />

1920—as from the date of discharge,<br />

(ii) In all other cases of discharge—as from 8th September, 1920."<br />

2. Regulation 92 of the <strong>Australian</strong> Soldiers' Repatriation Regulations,<br />

1920, reads as follows :—<br />

" 92. (1.)—A Deputy Commissioner may, subject to the next succeeding<br />

sub-regulation, provide for the vocational training of a soldier<br />

who, owing to disabilities due to or aggravated by War Service, is<br />

unable to follow the occupation in which he was engaged prior to his<br />

enlistment, or an occupation offering the same conditions and remuneration,<br />

and for the vocational or professional training of the widow<br />

of a soldier without children, and may pay such fees as, are necessary<br />

for the purposes of training :<br />

Provided that in the case of a widow of a soldier the total fees<br />

shall not exceed £40.<br />

(2) Notwithstanding anything contained in the last preceding<br />

sub-regulation a Deputy Commissioner may, subject to such conditions<br />

as the Commission directs, grant vocational training to a soldier who<br />

was at the date of enlistment under the age of twenty years :<br />

Provided that the continuance of the training or the payment<br />

of training fees, training expenses and sustenance shall be dependent<br />

upon the receipt by the Deputy Commissioner of favourable reports<br />

as to the applicant's progress.<br />

(3) Applicants for training under this regulation shall be trained<br />

for such trades or callings as are approved by the Vocational Training<br />

Committee.<br />

(4) If the applicant is aggrieved at the decision of the Deputy<br />

Commissioner under this regulation the Deputy Commissioner shall<br />

refer the case to the Vocational Training Committee for a recommendation.<br />

(5) Notwithstanding anything contained in sub-regulation (1)<br />

of this regulation, a Deputy Commissioner or the Executive of a<br />

Country Local Committee may, in the case of a soldier who—<br />

(a) is in, or has registered for and is awaiting employment, or<br />

(6) is undergoing vocational training,<br />

but desires to undergo a course of training in order to increase his<br />

efficiency or to qualify for another position, pay such fees and expenses<br />

as will enable him to complete the necessary course of training :<br />

Provided that the total amount which may be paid to any one<br />

applicant under this sub-regulation shall not exceed £40 :<br />

Provided further that no assistance shall be granted under this<br />

sub-regulation after the expiration of three years after the date of<br />

the discharge of the soldier, or in the case of a widow within two years<br />

after the notification of the death of her husband.<br />

Provided also that expenses shall only include books, instruments<br />

and essential apparatus and shall not exceed the sum of £5 in any one<br />

case.<br />

(6) Any application for training under sub-regulations (1) and (2)<br />

of this regulation shall be made within six months after the date of<br />

discharge of the soldier :<br />

Provided that where an applicant applies after the expiration of<br />

that period, a Deputy Commissioner may approve of the application<br />

if he is satisfied that there are special circumstances which justify<br />

that approval."<br />

372.<br />

TASMANIAN RAILWAYS—BOOKING CHARGE OF 5 PER CENT.<br />

The Commissioner of Railways, Tasmania, has levied a charge of 5 per<br />

cent, on all tickets issued on Railway Warrants, to meet the cost of checking<br />

warrants and preparing claims on the various Departments issuing Warrants.<br />

To obviate this charge as far as possible, special instructions have been<br />

issued to the District Naval Officer, Tasmania, regarding Warrants issued<br />

in Tasmania. In the case of Warrants issued by H.M.A. ships at Hobart or<br />

by Naval Establishments in other States for journeys in Tasmania, as the<br />

expenditure involved will be inconsiderable, the booking charge of 5 per<br />

cent, will be accepted against Departmental Votes.<br />
