378.<br />

PRESENTATIONS, RELICS, TROPHIES, ETC.—CUSTODY OF.<br />

The instructions issued in <strong>Navy</strong> Order 161 of 1922 for accounting for<br />

presentations, relics, trophies, &c, are hereby cancelled. It has been decided<br />

to adopt the provisions of Admiralty Fleet Order 2020/22 generally in the<br />

E.A.N.<br />

2. All articles of plate, relics, trophies, pictures, challenge cups, &c, presented<br />

to or acquired by H.M.A. Ships, Naval Establishments and Residences<br />

are, in future, to be taken on store charge as indicated in paragraph 3 of<br />

above-mentioned Fleet Order.<br />

3. A register of these articles held in H.M.A. Ships and Naval Establishments<br />

will be kept at <strong>Navy</strong> Office. Names of donors and dates of presentation,<br />

together with any other details considered necessary will be recorded. This<br />

register will be compiled from returns already received from H.M.A. Ships<br />

and Naval Establishments.<br />

4. Particulars of any future presentations, &c. received are to be forwarded<br />

to <strong>Navy</strong> Office annually on 31st December. If no such articles are<br />

received during the year a "Nil" return is to be forwarded. In addition<br />

to the annual return, a report giving full particulars required is to be forwarded<br />

to the Secretary, Naval Board, at the time each presentation is made.<br />

In the annual return it is to be stated whether the articles previously received<br />

have been sighted, are in safe custody, and are still accounted for in the Store<br />

Accounts concerned.<br />

5. When ships pay-off into reserve Commanding Officers are to obtain<br />

instructions from the Commodore Superintendent and Senior Naval Officer,<br />

Sydney, as to the disposal of such articles. If no specific instruction has<br />

been given to guide the Commodore Superintendent in such cases, he will<br />

obtain instructions in the matter from the Naval Board.<br />

6. No transfers of these articles are to be effected without Naval Board<br />

approval or, in the case of ships paying-off into reserve, the approval of the<br />

Commodore Superintendent and Senior Naval Officer, Sydney. Particulars<br />

of any transfers effected under approval of the latter Officer are to be reported<br />

to Navv Office immediately the transfer is effected.<br />

379.<br />

OFFICERS' AND CASUAL PAYMENTS BOOKS.<br />

With reference to Naval Account Regulation 27, Clauses 10, 13 and .15,<br />

it has been decided that, commencing with the current (December) quarter,<br />

Officers' and Casual Payments Books will be closed at the end of each quarter<br />

and be forwarded into Office.<br />

2. The Casual Payments Book should, as a general rule, accompany the<br />

Ledger into Office, but in cases where extra time is desired to enable any<br />

questions affecting payments made through the Casual Payments Book to<br />

be disposed of, the book may be retained and forwarded at a later date, but<br />

not in any case later than the 15th of the second month.<br />

3. Officers' and Casual Payments Books when next printed will be reduced<br />

in size to the requirements for one quarter only. Until the smaller books are<br />

received the sheets should, at the end of the quarter, be extracted from the<br />

books at present in use, securely bound, and forwarded into Office.<br />

4. The following instructions in connexion with the keeping of Officers'<br />

and Casual Payments Books should be observed in addition to instructions<br />

already issued :—<br />

(a) Entries in respect of each pay period should be totalled and certified<br />

by the Commanding Officer and Accountant Officer, and reference<br />

given at the foot to the Pay Certificates in which the<br />

amounts are included ;<br />

(6) Care should be taken that all supporting receipts are carefully<br />

numbered and permanently attached to the relative page of<br />

the book.<br />

RETURNS A.S. 53, 162, AND 165—RENDERING OF.<br />

In future, Return A.S. 162 is to be rendered in duplicate, one copy being<br />

forwarded to the <strong>Navy</strong> Office, and the other to the Drafting Officer, Flinders<br />

Naval Depot.<br />

2. Return A.S. 162 is to be made out on the 15th of each month, and is<br />

to include the numbers borne on that date.<br />

3. Return A.S. 165 is to be rendered direct to the Drafting Officer, Flinders<br />

Naval Depot, simultaneously with Return A.S. 162. By the same mail, the<br />

duplicate copy of Return A.S. 162, and Return A.S. 53 should be forwarded<br />

to the <strong>Navy</strong> Office.<br />

4. The three Returns mentioned above, should be despatched not later<br />

than the 18th of the month. If, in exceptional circumstances, they cannot<br />

be despatched by the 18th of the month, a memorandum should accompany<br />

them explaining the reasons for delay.<br />

5. It is imperative that these Returns should be accurately compiled and .<br />

punctually rendered.<br />

6. <strong>Navy</strong> Order No. 343 of 1921 is hereby cancelled.<br />

ADDRESS INDICATING NUMBERS.<br />

Attention is drawn to Admiralty Fleet Order No. 2624 of 1922, containing<br />

full list of Address Indicating Numbers.<br />

2. <strong>Navy</strong> Order No. 135 of 1921 is to be cancelled and all copies of <strong>Navy</strong><br />

Office Confidential Memorandum No. 21/0107 of the 24th February, 1921,<br />

destroyed.<br />
