10. Ranks and ratings lent from the <strong>Royal</strong> <strong>Navy</strong> are permitted to defer<br />

15 days' leave for each completed period of 6 months' service—2 days per<br />

month being allowed for shorter periods—and to take such deferred leave as<br />

Foreign Service Leave on their return to the United Kingdom. Except as<br />

provided in paragraph 11, any leave taken in excess of leave which can be<br />

taken locally by R.N. Officers and Men, without affecting Foreign Service<br />

Leave (viz., 12 days), should be deducted from accumulated leave.<br />

11. Ranks and ratings serving at the R.A.N. College are granted leave<br />

at the discretion of the Commanding Officer, in accordance with powers conferred<br />

upon him under regulation 39 of the Naval College Regulations.<br />

In the cases of R.N. ranks and ratings attached to the College who are<br />

entitled to accumulate leave to be taken on return to the United Kingdom,<br />

a maximum of 30 days per annum may be allowed to accumulate, and a<br />

maximum of 19 days' leave per annum may be taken in Australia without<br />

affecting leave accumulation.<br />

The R.N. rank or rating at the College is thus allowed 7 days' local leave<br />

(not affecting accumulation) in addition to the 12 days normally allowed to a<br />

R.N. rank or rating serving in any other Ship or Establishment (vide paragraph<br />

10). .<br />

It should be clearly understood that any leave over 19 days per annum,<br />

taken under regulation 39 of the Naval College Regulations, will be deducted<br />

from Foreign Service Leave.<br />

12. Ratings recruited in the United Kingdom who retain their right to<br />

return passages to the United Kingdom at Commonwealth Government<br />

expense are permitted to defer leave, to be taken as Foreign Service Leave<br />

on their return to the United Kingdom, under the same conditions as R.N.<br />

ratings (vide paragraph 10).<br />

13. At the end of each Leave Year, or on a rating being returned to the<br />

United Kingdom for discharge, or to the <strong>Royal</strong> <strong>Navy</strong> for reversion, the Ship<br />

in which the rating is borne at the end of the Leave Year, or prior to transfer<br />

to Cerberus, should calculate, from the various Leave notations appearing on<br />

the rating's Leave History Sheet, the number of days' Foreign Service Leave<br />

due, and make a notation accordingly on the Leave History Sheet. This<br />

notation should be initialed by the rating concerned, as an indication that he<br />

is aware of the amount of leave due and accepts the accuracy of the notation.<br />

14. Care is to be taken in Cerberus that the Leave History Sheet of every<br />

rating returned to the United Kingdom for discharge to the Shore, or foi<br />

reversion to the <strong>Royal</strong> <strong>Navy</strong>, bears a notation duly initialed, showing the<br />

amount of Foreign Service Leave due.<br />

15. Should the necessary information regarding leave taken by a <strong>Royal</strong><br />

<strong>Navy</strong> rating, or rating recruited in the United Kingdom, throughout the<br />

whole of his Service in the <strong>Royal</strong> <strong>Australian</strong> <strong>Navy</strong>, be not available in the<br />

Ship or Establishment in which he is serving, the Commanding Officer of such<br />

Ship or Establishment should forward to <strong>Navy</strong> Office the Leave History<br />

Sheet of the rating concerned, in order that same may be brought up to date<br />

from Office records.<br />

16. <strong>Navy</strong> Order No. 310/1921 is hereby cancelled.<br />

AMENDMENT OF NAVAL FINANCIAL REGULATIONS<br />

TRAVELLING ALLOWANCES.<br />

The following amendment of the Naval Financial Regulations has been<br />

approved with effect as from 3rd December, 1921 :—<br />

Regulation 75 is amended by omitting Sub-Regulation<br />

inserting in its stead the following :—<br />

(1) and<br />

(1) When travelling on duty and required to be absent from<br />

Head-Quarters or temporary Head-Quarters over night, the following<br />

shall be the rates of Travelling Allowance payable to—<br />

(i) Members of the <strong>Royal</strong> <strong>Australian</strong> Naval Auxiliary Services;<br />

(ii) Officers holding a rank or relative rank and in receipt of<br />

consolidated rates of pay ; and<br />

(iii) Other persons on consolidated rates of pay not holding<br />

a rank or relative rank :—<br />
