Flinders Naval Depot, has informed the Commanding Officer of the<br />
ship in writing that the ship cannot be completed to complement in<br />
regard to Acting Leading Stokers. Otherwise, advancements to Acting<br />
Leading Stoker are to be made by the Commanding Officer, Flinders<br />
Naval Depot, after obtaining Naval Board approval. Vacancies<br />
caused by drafting are not to be filled except by authority of the<br />
Commanding Officer, Flinders Naval Depot.<br />
(ii) As a temporary measure, Stokers 1st Class may be rated Acting<br />
Leading Stoker after one year's service as such, but the standard is<br />
not to be lowered.<br />
(iii) Any Acting Leading Stoker who held the rating on the 12th<br />
February, 1919, and has served as such continuously since that date,<br />
is to be confirmed forthwith, provided his character is satisfactory,<br />
and he is recommended by the Engineer Officer.<br />
(iv) At the end of each quarter, a return of Acting Leading Stokers<br />
who are recommended for the Mechanical Training Course should<br />
be forwarded to the Commanding Officer, Flinders Naval Depot. As<br />
such ratings, if they fail in the preliminary educational examination<br />
held at the beginning of the Course, or if they fail to qualify at the end<br />
of the Course, will revert to.Stoker 1st Class, a man's name may, at his<br />
own request, be omitted from the return of men recommended for the<br />
Mechanical Training Course, but, if there should be at any time an<br />
insufficient number of recommended ratings available for the Course,<br />
the Commanding Officer, Flinders Naval Depot, has authority to call<br />
in for the Course any Acting Leading Stoker. Any Acting Leading<br />
Stoker who has held the acting rating for two years is to be discharged<br />
to Flinders Naval Depot to go through the Mechanical Training Course.<br />
(v) The Mechanical Training Course is to be of 13 weeks' duration.<br />
At the commencement of the Course, ratings who have not passed the<br />
Educational Test, Part I., are. to be given a simple educational test,<br />
and, if unsuccessful, they are to be reverted to the rating of Stoker<br />
1st Class, and drafted back to their ships. Engineer Officers should<br />
encourage promising Stokers 1st Class to sit for, and pass the Educational<br />
Test, Part I., observing that the passing of this Test (although<br />
no% obligatory), and the obtaining of the required Auxiliary Watch<br />
Certificate, constitute the best preparation for the Course. At the<br />
end of the fourth week, the men are to be examined, and divided in<br />
order of merit, as follows :—<br />
50 per cent. Fitters and Turners.<br />
30 per cent. Boilermakers.<br />
10 per cent. Coppersmiths.<br />
10 per cent. Moulders.<br />
Only those selected as Fitters and Turners are eligible for provisional<br />
selection as Mechanician Candidates. At the conclusion of the Course,<br />
the men are to be examined, and as a result may-—<br />
(a) be provisionally selected as Mechanician Candidates, and<br />
rated A/S.P.O. (See para. (6), sub. para, (ii) above) ;<br />
(b) qualify for Stoker Petty Officer ; or<br />
(c) qualify for Leading Stoker, but fail for Stoker Petty Officer.<br />
Men who qualify as Stoker Petty Officer [will gain seniority<br />
as follows:—<br />
6 months for over 95 per cent, at final examination,<br />

4 months for 85 per cent, to 95 per cent, at final examination,<br />
2 months for 70 per cent, to 84 per cent, at final examination<br />
(but they will not be paid retrospectively), and if this makes<br />
their seniority as Acting Leading Stoker more than one year,<br />
they will be confirmed as Leading Stoker from the date they<br />
attained one year's seniority as Acting Leading Stoker,<br />
provided that their inclusion in the Class was delayed, through<br />
no fault of their own, after the date on which they had served<br />
nine month? as Acting Leading Stoker.<br />
Men who qualify for the confirmed rating of Leading<br />
Stoker, but fail for Stoker Petty Officer, will not gain seniority<br />
as Acting Leading Stoker, but will be eligible for confirmation<br />
upon attaining one year's seniority as such. They will not be<br />
eligible for further advancement to Stoker Petty Officer, but<br />
they may, however, be recommended again for the Mechanical<br />
Training Course after a further year's service, and if they<br />
fail to qualify for Stoker Petty Officer, after inclusion for<br />
the second time in the Mechanical Training Class, they will<br />
lose the prospects of ever becoming Stoker Petty Officers.<br />
(d) Promotion Roster for advancement to Stoker Petty Officer :<br />
The names of confirmed Leading Stokers will not be entered on the<br />
Depot Roster for promotion to Stoker Petty Officer until they have<br />
been included in Return A.S. 507.<br />
The system of marking to be used in determining the position of a<br />
man's name on the Promotion Roster will be that approved for general<br />
use for all Promotion Rosters, but, in the case of Leading Stokers,<br />
marks given for " Service in present rating " are only to be applied<br />
to the time served as confirmed Leading Stoker.<br />
2. Articles 200 and 201 Consolidated <strong>Navy</strong> Orders 1911-1920 are hereby<br />
cancelled.<br />

AUTHORITIES TO INCUR EXPENDITURE.<br />
As from 1st July, 1922, supervision of the Vote for expenditure at Swan<br />
Island (Division 88/2/IB) is being transferred to the Captain Superintendent<br />
of Training, Flinders Naval Depot, who will be responsible for recording<br />
expenditure thereunder in accordance with the instructions contained in<br />
<strong>Navy</strong> Order No. 150 of 1922.<br />
The following amendment is to be made to the above-mentioned <strong>Navy</strong><br />
Order:—<br />
Paragraph 4 is amended by inserting the following additional item<br />
in clause (e) opposite " Commanding Officer, Flinders Naval Depot " :—<br />
(b) Swan Island.<br />
