been completed, paragraph 2 of <strong>Navy</strong> Order No. 4/1921 is cancelled.<br />

AMENDMENT OF FINANCIAL REGULATIONS (SEA-GOING)<br />

PAYMENT OF ALLOWANCE TO JUNIOR ACCOUNTANT<br />

OFFICER WHEN THE ACCOUNTANT OFFICER IS ABSENT.<br />

On and from 1st April, 1921, the provisions of Article 1394 of the King's<br />

Regulations and Admiralty Instructions are applicable to the <strong>Royal</strong> <strong>Australian</strong><br />

<strong>Navy</strong>.<br />

The following amendments of the Financial Regulations (Sea-going) have<br />

been approved accordingly, with effect as from 1st April, 1921":—<br />

AMENDMENTS.<br />

1. Insert, immediately after Article 8, new heading and Article 8A to<br />

read as follows :—<br />

Pay for Performing Higher Duties—Officers.<br />

Article 8A.—When Accountant Officer is absent—<br />

When the Accountant Officer (the rank allowed by<br />

complement being not below Paymaster Lieutenant-<br />

Commander) is absent from the ship continuously for<br />

upwards of three months otherwise than on leave, the<br />

Paymaster Lieutenant, Paymaster Sub-Lieutenant, or<br />

Paymaster Midshipman performing his duty, although not<br />

holding an acting order as Paymaster Lieutenant-Commander,<br />

may, on the approval of the Naval Board, be<br />

granted additional pay ; but the special remuneration thus<br />

granted shall not exceed the difference between the officer's<br />

own rate of pay and the lowest rate of pay for a Paymaster<br />

Lieutenant-Commander. A full report of the circumstances<br />

shall be made to the Naval Board in order that the rate<br />

payable may be decided.<br />

2. Insert immediately after Article 9 new heading to read as<br />

follows :—<br />

Pay for Performing Higher Duties— Petty Officers and<br />

Other Ratings.<br />

Article ^A.—When Senior Rating is absent—<br />

Where a Senior Rating is absent for a period of fourteen<br />

or more consecutive days through sickness or on duty, and<br />

the consequent vacancy cannot be filled by drafting, the<br />

rating required to perform the higher duties of the Senior<br />

Rating may be paid the difference between his rate of<br />

Active and Deferred Pay received in the lower rating and<br />

the corresponding minimum rates prescribed for the higher<br />

rating.<br />

3. Article 29A is repealed.<br />

27 AMENDMENT OF FINANCIAL REGULATIONS (SEA-GOING)<br />

TROPICAL PAY.<br />

The following amendment of the Financial Regulations (Sea-going) is<br />

approved :—<br />

Article 9 is amended as from 1st July, 1921, by omitting clause (25)<br />

and inserting the following in its stead :—<br />

(25) Tropical Pay- s. d.<br />

(a) To all Engine-room, Officers' Cook, and Ship's<br />

Cook ratings and Seamen under training in the stokehold<br />

when actually employed and doing duty in enginerooms,<br />

stokeholds, boiler-rooms, and auxiliary machinery<br />

compartments in connexion with the Engine-room<br />

Department or in the galleys of surface craft, including<br />

steam-boats but excluding open motor boats, or in the<br />

interiors of submarines, subject to the conditions herein<br />

laid down, both when at sea and in harbour, in the<br />

following circumstances :—<br />

(i) Within the Tropics, at any time,<br />

(ii) Within the Red Sea or Persian Oulf, between<br />

•fche 1st April and 30th November inclusive.<br />

(iii) In surveying ships only, when employed in<br />

surveying, but not on ordinary passages, when<br />

between the Northern Tropic and latitude 30 deg.<br />

north, between the 15th June and 15th October<br />

inclusive, or between the Southern Tropic and<br />

latitude 30 deg. south, between 15th December and<br />

15th April inclusive, but payment is not to be made<br />

in addition to payment under (ii) above . . . . 1 6<br />

(b) To ratings of all other branches when continuously<br />

employed other than as Stokers, under the conditions<br />

herein laid down. Payment to such ratings shall be<br />

confined to those employed whilst at day work for a full<br />

day, or keeping regular watches during the 24 hours 16<br />

Payment shall not be made in respect of employment elsewhere in the<br />

ship without prior Naval Board sanction., and shall be confined to periods<br />

during which steam is raised or internal combustion engines are in use, or.<br />

when galley fires are burning.<br />

AMENDMENT OF FBUANCD\L REGULATIONS (SEA-GOING)-<br />

PAYMENT OF ALLOWANCE TO SEAMEN QUALD7IED IN<br />

ORDNANCE (Q.O.).<br />

The N»val Board has approved of the payment in the <strong>Royal</strong> <strong>Australian</strong><br />

<strong>Navy</strong> of an allowance, at the rate and under the conditions laid down in<br />

Admiralty Monthly Order 2815 of 1919, as amended by Admiralty Monthly<br />

Order 2629 of 1920, to Seamen qualified in Ordnance.
