21. That a further clause be inserted in<br />

the regulations to the effect that a member<br />

of the Auxiliary Services under engagement<br />

for a stated period may be granted the option<br />

of resigning from the Service on a month's<br />

notice, provided—<br />

(a) The country is not at war;<br />

(b) It is not for disciplinary reasons ;<br />

(c) That it is to his advantage in life.<br />

Such resignations to be accompanied by a<br />

report and recommendation from his Commanding<br />

Officer.<br />

22. That the Naval Board be asked to provide<br />

adequate and separate mess-rooms for<br />

Instructional Staffs and General Workmen,<br />

with facilities for light cooking, and clothes<br />

lockers in all Districts and Sub-districts.<br />

Also that these rooms shall not be used for<br />

other than the messing of these ratings.<br />

23. That one (1) copy of each of <strong>Navy</strong> Approved.<br />

Orders, Statutory Rules, Naval District<br />

Orders, and Regulations governing the<br />

R.A.N.R. Staff and Reserves, as issued, be<br />

supplied to the C.P.O.'s and General Workmen's<br />

messes in each Sub-district, for their<br />

guidance.<br />

24. That the Naval Board be pleased to Not approved,<br />

bring all Sub-districts into line by having a<br />

caretaker's residence built for caretakers.<br />

25. That on the outbreak of hostilities<br />

members of the R.A.N.R. Staff may be permitted<br />

to volunteer and serve afloat.<br />

Decision.<br />

The Board do not propose to lay down<br />

any definite regulations on the lines proposed,<br />

but are, in times of peace, prepared<br />

to give consideration on its merits to every<br />

application for discharge by a member of<br />

the Auxiliary Services.<br />

The provision of separate rooms for<br />

Instructors and Employees is not approved.<br />

Wherever facilities permit, approval is<br />

given for a mess-room in each Sub-district<br />

for the combined use of R.A.N.R. Staff<br />

Ratings and Employees. Where rooms for<br />

this purpose are not already provided, consideration<br />

will be given to the appropriation<br />

of funds to meet any necessary structural<br />

additions. The question of the use of<br />

mess-rooms for other purposes must, in any<br />

case, be governed by the exigencies of the<br />

Service.<br />

Members of the R.A.N.R. Staff, fully<br />

qualified for sea service are, in the ordinary<br />

course of events, eligible for sea service, and<br />

will be appropriated for service afloat in<br />

time of war, or on other occasions, if their<br />

services are required afloat, and can be<br />

spared from the Auxiliary Services. Applications<br />

by members who are not fully<br />

qualified for sea service will be considered,<br />

subject to the requirements of the Service.<br />

On the outbreak of war it may be assumed<br />

that all members of the R.A.N.R. will be<br />

urgently needed in connexion with the<br />

mobilization and special duties of the Naval<br />

Reserves. At a later stage, however,<br />

endeavours would be made to afford members<br />

of the Staff opportunities for service<br />

at sea.<br />
