21. That a further clause be inserted in
the regulations to the effect that a member
of the Auxiliary Services under engagement
for a stated period may be granted the option
of resigning from the Service on a month's
notice, provided—
(a) The country is not at war;
(b) It is not for disciplinary reasons ;
(c) That it is to his advantage in life.
Such resignations to be accompanied by a
report and recommendation from his Commanding
Officer.
22. That the Naval Board be asked to provide
adequate and separate mess-rooms for
Instructional Staffs and General Workmen,
with facilities for light cooking, and clothes
lockers in all Districts and Sub-districts.
Also that these rooms shall not be used for
other than the messing of these ratings.

23. That one (1) copy of each of Navy Approved.
Orders, Statutory Rules, Naval District
Orders, and Regulations governing the
R.A.N.R. Staff and Reserves, as issued, be
supplied to the C.P.O.'s and General Workmen's
messes in each Sub-district, for their
guidance.
24. That the Naval Board be pleased to Not approved,
bring all Sub-districts into line by having a
caretaker's residence built for caretakers.
25. That on the outbreak of hostilities
members of the R.A.N.R. Staff may be permitted
to volunteer and serve afloat.
Decision.
The Board do not propose to lay down
any definite regulations on the lines proposed,
but are, in times of peace, prepared
to give consideration on its merits to every
application for discharge by a member of
the Auxiliary Services.
The provision of separate rooms for
Instructors and Employees is not approved.
Wherever facilities permit, approval is
given for a mess-room in each Sub-district
for the combined use of R.A.N.R. Staff
Ratings and Employees. Where rooms for
this purpose are not already provided, consideration
will be given to the appropriation
of funds to meet any necessary structural
additions. The question of the use of
mess-rooms for other purposes must, in any
case, be governed by the exigencies of the
Service.
Members of the R.A.N.R. Staff, fully
qualified for sea service are, in the ordinary
course of events, eligible for sea service, and
will be appropriated for service afloat in
time of war, or on other occasions, if their
services are required afloat, and can be
spared from the Auxiliary Services. Applications
by members who are not fully
qualified for sea service will be considered,
subject to the requirements of the Service.
On the outbreak of war it may be assumed
that all members of the R.A.N.R. will be
urgently needed in connexion with the
mobilization and special duties of the Naval
Reserves. At a later stage, however,
endeavours would be made to afford members
of the Staff opportunities for service
at sea.

With reference to Navy Orders Nos. 287/1921 and 401/1921, regarding
the utilization of the Trading Balance resulting from the working of the Naval
side of the Navy and Army Canteen Board during the war, the money allocated
