OFFICIATING MINISTER, CHURCH OF ENGLAND, TOWNSVILLE.<br />

Consequent on the closing down of the R.A.N.R. Sub-District at Townsville,<br />

the Reverend Canon Frederick G. Williams, Chaplain, R.A.N.R.,<br />

formerly Church of England Chaplain at the port, has been placed on the<br />

Retired List as from the 1st July, 1922.<br />

2. Canon Williams has intimated that if at any time one of H.M.A. Ships<br />

should call at Townsville, without a Chaplain, he will, should the Captain so<br />

desire, be pleased to conduct a service, without remuneration.<br />

CARE AND UPKEEP OF GRAVES OF DECEASED NAVAL<br />

PERSONNEL.<br />

The Naval Board have had under consideration the desirability of making<br />

provision, in some measure, for the care and upkeep of the graves of deceased<br />

Officers and men of the R.N. and R.A.N, who are buried in Australia and<br />

adjacent islands.<br />

2. The Imperial War Graves Commission have accepted responsibility<br />

for the care and maintenance of the graves of members of the Naval and<br />

Military Forces who died on service during the late war, i.e., between 4th<br />

August, 1914, and 31st August, 1921.<br />

3. With regard to burials conducted entirely by the Service prior to 4th<br />

August, 1914, and those subsequent to 31st August, 1921, the Board have<br />

approved of the following arrangements for the periodical inspection of<br />

Naval graves to insure that they do not fall into a neglected condition :—<br />

(a) In future, the Report of Death of an Officer or man (Form A.S. 1121)<br />

should include the following notations :—<br />

(i) Whether the burial has been carried out by the next of kin,<br />

or entirely by the Service ;<br />

(ii) If conducted by the Service, particulars as to Cemetery,<br />

number of grave, &c.<br />

(iii) Particulars as to the Title Deed of the grave.<br />

(6) The particulars given in (a) will be noted in a Graves Register, kept<br />

at <strong>Navy</strong> Office, and a quarterly return will be issued to H.M.A.<br />

Ships and Establishments notifying the whereabouts and exact<br />

location of the graves which are to be inspected,<br />

(e) At ports, other than Sydney, at which a D.N.O. or S.D.N.O. is situated,<br />

the D.N.O. or S.D.N.O. will be responsible that the graves at his<br />

port, as shown in the quarterly return, are kept clean and tidy.<br />

At ports or places at which no D.N.O. or S.D.N.O. is situated,<br />

the Senior Officer of any visiting Ships should detail a party to<br />

undertake this work.<br />

At Sydney, responsibility in this matter will rest with the<br />

C.S.G.I., and at Western Port with the Captain Superintendent<br />

of Training.<br />

(d) When working parties detailed as in (c) are visiting the cemeteries,<br />

the Petty Officer or leading hand in charge should inquire from the<br />

Cemetery Authorities as to whether they have any record of any<br />

Naval Graves in the Cemetery, other than those included in the<br />

quarterly return. If such proves to be the case, the additional<br />

graves should also be attended to.<br />

Particulars of graves which come to notice in this manner<br />

should be reported by the D.N.O. or S.D.N.O., or Commanding<br />

Officer, to <strong>Navy</strong> Office, for inclusion in the next quarterly return.<br />

4. Where a burial is carried out by the next of kin, in accordance with<br />

Clauses (3) and (4), Article 92, Financial Regulations (Sea-going), it is assumed<br />

that such next of kin will be responsible for the care of the grave; but in<br />

cases where the burial is conducted entirely by the Service, and specially in<br />

the case of those at outlying ports, the Board desire Officers and men to co<br />

operate in the above arrangements for the proper care and condition of Naval<br />

graves.<br />

STATIONERY FOR NAVAL RESERVE DISTRICTS AND<br />

SUB-DISTRICTS.<br />

Official paper and envelopes for use in Naval Reserve Districts and Sub-<br />

Districts have been standardized, and stocks will in future be held by the<br />

Naval Store Officer, Sydney. Demands for such items of stationery required<br />

for half-yearly periods commencing 1st October and 1st April of each year<br />

are to be forwarded by Sub-District Naval Officer for approval of the District<br />

Naval Officer, who, if he concurs and funds are certified as being available<br />

locally by the Certifying Officer, is to transmit the demands to the Naval Store<br />

Officer, Garden Island, Sydney, so as to reach that Officer at least one month<br />

previous to the commencement of the period for which the stores are required.<br />

2. Requirements of other office stationery (except requirements of New<br />

South Wales District) are to be obtained through the local office of the Commonwealth<br />

Stores Supply and Tender BoaM in the capital city of each State.<br />

Requisitions are to be prepared and forwarded by Sub-District Naval Officer<br />

for the approval of the District Naval Officer, who, if he concurs and funds<br />

are certified as being available by the local Certifying Officer, is to transmit the<br />

requisitions to the Director of Naval Stores, <strong>Navy</strong> Office, for necessary action.<br />

When requisitions are returned from <strong>Navy</strong> Office approved, orders are to be<br />

placed in the usual manner by the Sub-District Naval Officer with the Commonwealth<br />

Stores Supply and Tender Board referred to above.<br />

3. Requirements of New South Wales District are to be requisitioned in<br />

the same manner as other Districts, but the demand on the Naval Store Officer,<br />

Sydney, is to accompany the requisition forwarded to the Director of Naval<br />

Stores. When the requisition has been approved it will be returned to the<br />

District Naval Officer, and the demand will be transmitted direct from <strong>Navy</strong><br />

Office to the Naval Store Officer, Sydney.<br />
