NAVY OFFICE—TELEGRAMS ARRIVING AT NIGHT.
In consequence of the necessity for economy, telegrams and other
messages received at Navy Office before 9 a.m. and after 1.30 p.m. wi!I not
normally be dealt with until 9.0 a.m.
2. If any telegram or other message addressed to Navy Office is of such
an exceptionally urgent character that it must be dealt with outside ordinary
Office hours, and cannot be safely delayed until 9.0 a.m., it should be prefixed
by the word " NIGHTSTAFF " (in plain language) as the first word of the
text, whether the text of the message is in Cypher, Code, or Plain I anguage.
