PART I.<br />
REPORTING MOVEMENTS OF H.M. "AND H.M.A. SHIPS AND R.A.F.<br />
AUXILIARIES.<br />
1. Reports of arrival and departure of H.M. and H.M.A. Ships (including<br />
Tenders on detached service) and R.A.F. Auxiliaries are to be made in<br />
accordance with the procedure set forth in the ensuing paragraphs.<br />
2. The Officer responsible for making the report is :—<br />
(a) The District Intelligence Officer;<br />
(b) At Ports where there is no District Intelligence Officer, the Flag<br />
Officer or other Senior Naval Officer ashore ;<br />
(c) At Ports not covered by (a) or (&), the Senior Officer afloat, who<br />
is present in port when ships arrive, or who remains in port when<br />
ships sail;<br />
(d) At Ports not covered by (a), (b), or (c), the Senior Officer or Commanding<br />
Officer of the ships concerned.<br />
3. The Officer responsible for making the report in accordance with<br />
paragraph 2 will report the movements to :—<br />
(a) The Admiralty (except in the case of R.A.F. Auxiliaries).<br />
(6) The <strong>Navy</strong> Office, Melbourne.<br />
(c) The District Intelligence Officer of the area in which the Officer<br />
making the report is situated."<br />
(d) The Commodore Superintendent and Senior Naval Officer, Sydney.<br />
4. The District Intelligence Officer is responsible for passing the information<br />
to :—<br />
(a) The Commander-in-Chief of Stations within the limits of which the<br />
movement takes place.<br />
(6) The Senior Officer of the Squadron or Flotilla to which the ship<br />
belongs, or which it is about to join.<br />
(c) In the case of arrivals, the Senior Officer (if any) of the port from<br />
which the ship has come.<br />
(d) In the case of departures—<br />
(i) The Senior Officer (if any) of the port to which the ship is next<br />
proceeding ;<br />
(ii) The District Intelligence Officer of the area to which the ship<br />
is proceeding or through which the ship must first pass to<br />
reach her destination, if not already informed in accordance<br />
with paragraph 5 hereunder.<br />
(e) Such other authorities as may be directed from time to time by the<br />
Naval Board.<br />
5. In reporting to the authorities mentioned in paragraph 4, sub-paragraphs<br />
(a), (b), (c), and (d) (i), the District Intelligence Officer is to transmit the report<br />
through the District Intelligence Officers of the areas in which those authorities<br />
are situated.<br />
6. If movements have already been reported by W/T or otherwise, to<br />
any of the authorities mentioned in paragraph 4, this fact must be made clear<br />
when informing the District Intelligence Officer to obviate duplication of<br />
reports and unnecessary expense.<br />

7. To enable the above procedure to be carried out, Senior Officers of<br />
Fleets, Squadrons, or Flotillas, or Commanding Officers of detached ships,<br />
are to inform the Officer responsible for making the report, vide paragraph 2,<br />
of the prospective departure of, and service on which ships and vessels under<br />
their command are proceeding, except in cases where the orders have come<br />
through, or emanated from that Officer. Similar procedure is to be followed<br />
in the case of arrivals.<br />
8. Reports of all arrivals and departures are to be made to all the authorities<br />
specified in the preceding paragraphs except :—<br />
(a) in the case of a ship or squadron proceeding to sea for a few hours,<br />
for exercises, &c, when no report is necessary, but in any case<br />
where the departure has been reported the return should also<br />
be reported ;<br />
(b) that movements within the Sydney (Port Stephens to Jervis Bay<br />
inclusive) and Melbourne (Port Phillip and Western Port) areas<br />
will not be reported to the Admiralty ;<br />
(c) that movements of surveying vessels will be reported only when<br />
proceeding to or leaving their surveying area, and not when<br />
visiting their base for periodical coaling or taking in stores.<br />
9. Telegrams should include the following information, the form being<br />
varied when the telegram is sent in confidential code or cypher :—<br />
Arrivals (Ships) or (Squadron) date at (Port).<br />
Departures (Ships) or (Squadron) for (Port) date.<br />
Authorities informed.<br />
It is most important that the authorities informed should be stated in each<br />
telegram.<br />
10. In the ordinary course of events the movements of H.M. or H.M.A.<br />
Ships in and out of port aTe not reported by the Naval Agents and Consular,<br />
Colonial, or Indian Reporting Officers.<br />
11. In order to simplify the work of the District Intelligence Officer, and<br />
to enable him to carry out the instructions contained in paragraphs 3 and 4<br />
intelligently, programmes of prospective movements should, whenever possible,<br />
be supplied to the District Intelligence Officers affected.<br />
12. A copy of the " Disposition of Warships," showing the present disposition<br />
and approved future movements of H.M.A. Ships, is forwarded by<br />
<strong>Navy</strong> Office to all H.M.A. Ships and Naval Establishments, District Naval<br />
Officers, and Sub-District Naval Officers, weekly on Mondays. This statement<br />
is to be posted on the Ship's Company or Drill Room Notice Board, as the case<br />
may be, for information.<br />
13. District Intelligence Officers of adjoining stations and their telegraphic<br />
addresses are as follows :—<br />
