QUARANTINE REGULATIONS—STRICT COMPLIANCE WITH BY<br />

H.M.A. 'SHIPS.<br />

The attention of Commanding Officers of H.M.A. Ships is drawn to the<br />

necessity for strict compliance in every detail with the Commonwealth<br />

Quarantine Act and Regulations thereunder.<br />

2. It is to be understood that H.M.A. Ships are subject to the provisions<br />

of these Regulations, and that Commanding Officers are personally responsible<br />

for the observance of same. Failure to comply with any part of these Regulations<br />

may result in prosecution, without warning, for a civil offence.<br />

3. Article 236 of Consolidated <strong>Navy</strong> Orders 1911-1920 is cancelled.<br />

EDUCATIONAL CERTIFICATES, PART I.- ISSUE ON RESULT OF<br />

EXAMINATION FOR ACCELERATED ADVANCEMENT TO<br />

MAN'S RATING.<br />

Notations on Service Certificates to the effect that ratings have passed<br />

the Educational Test for accelerated advancement to man's rating which<br />

are not supported by the possession of an Educational Certificate, Part I.,<br />

are to be reported to <strong>Navy</strong> Office.<br />

2. Since the issue of Admiralty Fleet Order No. 259/1921, Educational<br />

Certificates, Part I., have as a general rule been issued on passing to all who,<br />

having passed the Educational Examination for accelerated advancement<br />

to man's rating, are excused the Educational Tests for advancement to<br />

Leading Seaman and Leading rating.<br />

ADJUSTMENT OF PAY ON RETIREMENT.<br />

Where the age for retirement of members of the Naval Forces or other<br />

employees of the Department is defined by Regulation, the services of the<br />

person concerned are to be terminated, and pay is to cease on the day prior<br />

to that on which he will attain the age for retirement, e.g., where the retiring<br />

age is 60 years and the date of birth is 25th July, the person should be paid<br />

to 24th July inclusive only.<br />

The above instruction does not limit any extension approved in accordance<br />

with Regulations, but where an extension of service is approved for a definite<br />

period a similar procedure would apply.<br />

REVISED VICTUALLING ARRANGEMENTS.<br />

It is notified for general information that various changes in the victualling<br />

of H.M.A. Ships and Establishments will be effected as from 1st October, 1922,<br />

concerning which full details will be published in <strong>Navy</strong> Orders at an early<br />

date.<br />

285.<br />

2. Briefly, the changes will be as follow:—<br />

(a) The Victualling Allowance will be reduced from 2s. to Is. 9d. per<br />

diem, and the Fixed Issuing Prices revised on a basis of Is. 7|d.,<br />

thus effecting an improvement in the present standard of<br />

victualling to the extent of lid. per diem, in order that the<br />

pre-war standard may be reverted to.<br />

(6) A revised Standard Ration and Messing Allowance will be applicable<br />

to vessels victualled on Standard Ration and Messing Allowance.<br />

(c) Numerous additional articles will be placed on the list of Fixed<br />

Issuing Prices.<br />

(d) Leave Allowance will be identical with the Victualling Allowance,<br />

viz., Is. 9d. per diem, in accordance with the pre-war procedure<br />

which continued in operation in the <strong>Royal</strong> <strong>Australian</strong> <strong>Navy</strong><br />

until April, 1919.<br />

MANUAL OF NAVAL COOKERY (REVISED 1922).<br />

A first supply of " Manual of Naval Cookery " (revised 1922) has been<br />

received, and will be distributed to all Ships and Establishments without<br />

demand.<br />

This Manual will be a gratuitous issue to all Ship's Cooks and Officers'<br />

Cooks, and until a further supply is received from the United Kingdom<br />

priority is to be given to all leading Cooks and below now borne. A demand<br />

for the balance required to complete gratuitous issues is then to be forwarded<br />

to the Naval Store Officer, Sydney, who will arrange supply when the balance<br />

of these Manuals now on order is received.<br />

It is to be noted that the " Manual of Naval Cookery " is an article of the<br />

compulsory kit of all cook ratings, and subsequent copies of the same edition<br />

are only to be issued _to the same rating on repayment.<br />
