USE OF ALCOHOLIC LIQUORS IN OFFICERS' MESSES.<br />

The consumption of alcoholic liquors in Officers' Messes on board H.M.A.<br />

Ships and Establishments is to be restricted to the hours between 1100 and<br />

1400 and between 1730 and 2300 or the time of closing the mess if earlier<br />

than 2300. On occasions of Mess Entertainments the Commanding Officer<br />

may grant special permission for an extension.<br />

2. At times other than the above all liquors are to be locked up.<br />

3. Tossing or gambling for drinks is strictly prohibited.<br />

4. Presidents of Messes are responsible that the above orders are carried<br />

out and any infringement is to be reported.<br />

5.,No spirits or liquers are to be consumed nor are any stocks of spirits<br />

to be maintained in gunroom messes.<br />

6. In accordance with the spirit of paragraph 5, gun room officers messing<br />

in Ward Room Messes are not allowed spirits or liquers ; in special cases,<br />

subject to the prior consent of the Captain or the Executive Officer, this<br />

prohibition may be waived as regards guests.<br />

7. <strong>Navy</strong> Order No. 136 of 1922 is hereby cancelled.<br />

ARRANGEMENTS WITH THE STATE GOVERNMENTS IN RELATION<br />

TO COMMONWEALTH AND STATE OFFICERS CALLED AS<br />

WITNESSES ON BEHALF OF THE COMMONWEALTH OR OF<br />

A STATE.<br />

The following arrangements made between the Commonwealth and State<br />

Governments, in relation to Commonwealth and State Officers called as<br />

witnesses on behalf of the Commonwealth or of a State, are promulgated for<br />

general information and guidance : —<br />

When a member of the Commonwealth Naval Forces or a permanent<br />

or temporary civilian officer in the employ of the Defence Department<br />

(<strong>Navy</strong>) is summoned or called as a witness on behalf of a State, he<br />

shall, as regards his attendance to give evidence, be deemed to be in<br />

the performance of his duty as a Commonwealth Officer and no witness<br />

fees (other than the expenses, if any, paid by the Commonwealth for his<br />

travelling allowances) shall be charged by or paid to him on account<br />

of his being so summoned or called, but the State on whose behalf he<br />

was so summoned or called shall pay to the Commonwealth such sum<br />

as is sufficient to recoup the sum (if any) paid by it for the travelling<br />

allowance of the Officer.<br />

2. When a State Officer who is subject to the Public Service Regulations<br />

of the State is summoned or called as a witness on behalf of the<br />

Commonwealth, he shall, as regards his attendance to give evidence,<br />

be deemed to be in the performance of his duty as a State Officer and<br />

no witness fees (other than the expenses, if any, paid by the State for<br />

his travelling allowances) shall be charged by or paid to him on account<br />

of his being so summoned or called, but the Commonwealth shall pay<br />

to the State such sum as is sufficient to recoup the sum (if any) paid<br />

bv it for the travelling allowance of the Officer.<br />

3. Any claim for travelling allowances of an Officer payable to the<br />

Commonwealth by a State pursuant to this arrangement may be<br />

rendered direct by the proper Officer of the State Department concerned,<br />

and any such claim payable to a State by the Commonwealth<br />

may be rendered direct by the proper Officer of the State Department<br />

concerned to the proper Officer of the Commonwealth Department<br />

concerned.<br />

PRINCE OF WALES' BIRTHDAY.<br />

On the occasion of the birthday of the Prince of Wales, the following<br />

congratulatory message was sent to His Roval Highness by the Governor-<br />

General :—<br />

" The <strong>Royal</strong> <strong>Australian</strong> <strong>Navy</strong> and the <strong>Australian</strong> Infantry Regiments<br />

desire to express to Honorary Captain R.A.N, and Colonel-in-<br />

Chief His <strong>Royal</strong> Highness the Prince of Wales, respectful good wishes<br />

on the occasion of his birthday, and cordial congratulations on his<br />

safe return from his arduous voyage. "<br />

A reply in the following terms has been received :—<br />

" Please convey to <strong>Royal</strong> <strong>Australian</strong> <strong>Navy</strong> and all ranks <strong>Australian</strong><br />

Infantry Regiments my sincere thanks for their good wishes.<br />

230.<br />

BOYS AND ORDINARY SEAMEN - TRAINING AFLOAT.<br />

The provisions of Admiralty Fleet Orders No. 3517/1921 and 355/1922,<br />

promulgating revised instructions for the training of Boys and Ordinary<br />

Seamen afloat, are applicable, where practicable, to the <strong>Royal</strong> <strong>Australian</strong><br />

<strong>Navy</strong>.<br />

2. With regard to the last portion of paragraph 19 of Admiralty Fleet<br />

Order 355/1922, the cases of Ordinary Seamen serving in Ships and Establishments<br />

not under the orders of the Commodore Commanding, His Majesty's<br />

<strong>Australian</strong> Fleet, who fail to pass educationally for Able Seaman at the second<br />

trial, should be reported to the Naval Board.<br />

3. The following Officers will be responsible for the arrangements in<br />

connexion with this test:— .<br />

(a) Commodore Commanding His Majesty's <strong>Australian</strong> Fleet, for all<br />

Ships and Establishments under his Orders.<br />

(b) The Commodore Superintendent and Senior Naval Officer, Garden<br />

Island, for all Ships and Establishments at Sydney, <strong>Royal</strong><br />

<strong>Australian</strong> Naval College, and H.M.A.S. Franklin.<br />

(c) The Captain Superintendent of Training for Ships and Establishments<br />

in Victoria and those under the orders of the Naval Board.<br />

All details, including the setting and marking of the papers, &c, are to be<br />

arranged locally. Copies of examination papers set should be forwarded to<br />

<strong>Navy</strong> Office for information.<br />

4. Navv Order No. 114/1922 is hereby cancelled.<br />
