REPORTING MOVEMENTS OF H.M.A. SHIPS.<br />
<strong>Navy</strong> Order No. 112 of 1922 is to be amended as follows :—<br />
At the end of paragraph 8, add the following sub-paragraph (d):—<br />
" (d) In the case of a ship proceeding to sea from a port for a<br />
period not exceeding one week and returning to the same port,<br />
when such movements should not be reported to the Admiralty,<br />
<strong>Navy</strong> Office will, however, report any such minor movements to<br />
Admiralty by letter from time to time as necessary."<br />

TACTICAL TABLE AND WAR GAMES.<br />
It is notified for information that a Tactical Table and War Games are<br />
now available at Garden Island for the use of Officers of the Fleet.<br />
2. The Commodore Commanding H.M. <strong>Australian</strong> Fleet will arrange<br />
games as convenient.<br />
3. The Commodore Superintendent, Garden*sland, is to be informed when<br />
the use of table is desired.<br />

LEAVE AND NOTATIONS ON LEAVE HISTORY SHEETS.<br />
It has been decided to cancel the present instructions regarding recreation<br />
leave of Officers and Men, and the various notations on Leave History Sheets.<br />
The instructions contained in the succeeding paragraphs of this Order should<br />
be followed in the future.<br />
2. The leave granted to Officers will be recorded at <strong>Navy</strong> Office. The<br />
procedure to be followed in regard to applications for leave of absence to<br />
Officers is contained in'Article 310 of the Consolidated <strong>Navy</strong> Orders 1911-<br />
1920.<br />
Leave granted to Officers by Senior Naval' Officers under clause 2 of<br />
Article 310 of the Consolidated <strong>Navy</strong> Orders 1911-1920 is not at present<br />
reported to <strong>Navy</strong> Office. In order that a complete record may be kept at<br />
<strong>Navy</strong> Office, all leave granted to Officers other than by Naval Board authority<br />
should be reported to <strong>Navy</strong> Office for record purposes.<br />
3. A Long Leave Book (A.S.539z) and a Leave History Sheet (A.S.539!/)<br />
have been adopted in the K.A.N, for the purpose of recording leave granted<br />
to ratings.<br />
Care should be exercised to insure the accuracy of notations made in the<br />
Long Leave Book and Leave History Sheets of ratings, in order that the<br />
amount of leave due for the current year, or the amount of Foreign Service<br />
Leave due to K.N. ratings and ratings entered in the United Kingdom, oo<br />
transfer from one Ship or Establishment to another, may be correctly<br />
determined.<br />

4. The Long Leave Book should be kept in each Ship or Establishment<br />
by the Ship's Police ; the names of ratings should be arranged therein<br />
according to their numbers on the Ship's Books.<br />
The Long Leave Book should be checked with the Ledger after each of<br />
the three leave periods during the year, and the responsible member of the<br />
Ship's Office Staff should place his initials in the book when checking has been<br />
completed. The Accountant Officer will be responsible that this check is<br />
carried out.<br />
5. At the end of each Leave Year, or on the transfer of a rating from one<br />
Ship or Establishment to another, the Master-at-Arms should total separately<br />
in the Long Leave Book the amounts of travelling leave and actual leave taken<br />
by each rating during the current leave year, initial in the column provided,<br />
and pass the Long Leave Book into the Ship's Office to be checked and<br />
initialed there also. The Long Leave Book should then be sent to the<br />
Captain's Office for the necessary notations to be made on the Leave History<br />
Sheet.<br />
6. Attention is drawn to the fact that up to the 31st December, 1919, the<br />
Leave Year terminated on 31st December in each year. The ensuing Leave<br />
Year extended from 1st January, 1920, to 31st January, 1921. Each<br />
subsequent Leave Year terminates on 31st January.<br />
1. Attention is drawn to Board decision on Welfare Request No. 114<br />
(<strong>Navy</strong> Order No. 430/1921) that, as from the 1st February, 1922, all Officers<br />
and Men shall be allowed 42 days' leave per annum irrespective of whether<br />
serving in a Harbor Ship or Establishment, or in a Sea-going Ship. Previous<br />
to 1st February, 1922, Officers and Men were allowed leave as follows :—<br />
Up to 31st December, 1919 .. .. .. 28 days per annum ;<br />
From 1st January, 1920 to 31st January, 1922—<br />
(a) Sea-going Service .. .. .. 42 days per annum ;<br />
(b) Harbor Service .. .. .. 35 days per .annum.<br />
8. In the event of a rating for any reason not proceeding on leave during<br />
one or other of the usual leave periods, a notation should be made in the<br />
Long Leave Book in the columns allotted to such period, stating the decision<br />
of the Commanding Officer as to whether the leave not taken is regarded as—<br />
(a) forfeited ; or (b) deferred by permission.<br />
9." As far as possible, all leave due in respect of a Leave Year should be<br />
taken within the year. It will, however, be. within the discretion of the<br />
Commanding Officer to permit of a rating being allowed to carry over from<br />
one Leave Year to another a limited amount of leave when the rating concerned<br />
is unable to take his leave owing to the exigencies of the Service. This<br />
privilege may also be afforded to ratings whose homes are situated in<br />
Queensland and Western Australia, and who, in accordance with <strong>Navy</strong> Order<br />
No. 270/1920, are permitted to take their leave once a year, if desired.<br />
On the transfer from one Ship or Establishment to another of a rating<br />
who has been permitted to defer leave from one Leave Year to another, the<br />
number of days' leave so deferred should be shown in the column provided<br />
°n the Leave History Sheet.<br />
An Officer may also be permitted to carry over a limited amount of leave<br />
worn one year to another, if he is unable to take his leave owing to the exigencies<br />
of the Service, but each case should be submitted to the Naval Board for<br />
a Pproval.
