(iv) To approve of expenditure under Contingencies (e.g., rail<br />
fares, postages, cablegrams, &c.) not exceeding £10 in any<br />
one case. This limit may be exceeded in emergent cases,<br />
and in regard to travelling expenses and rail fares and<br />
freights, but the covering approval of the Naval Board<br />
should be sought at the earliest possible moment,<br />
(v) To approve of payments under Regulations to sea-going<br />
personnel borne on books of London Naval Depot for pay.<br />
4. Conditions which must be complied with.<br />
(a) The whole of the above Authorities are subject to compliance with the<br />
following provisions, except where otherwise specifically stated :—<br />
(i) That provision made on Estimates will not be exceeded, and<br />
the requirements for the remaining period of the financial<br />
year will not involve the necessity for applying for additional<br />
provision on any Vote concerned.<br />
(ii) That Certificate has been inserted by the local certifying<br />
officer that funds are available under his control, or by<br />
the Director of <strong>Navy</strong> Accounts that funds can be made<br />
available. (Not applicable to Naval Representative, or<br />
KM.A.B. Platypus.)<br />
(iii) That the expenditure does not involve any alteration in<br />
existing rules or practice.<br />
(iv) That there is nothing irregular in the character of the expenditure.<br />
(v) That the expenditure is not an allowance or payment to<br />
any member of the Department except such as is governed<br />
by Regulations, and does not require Naval Board approval.<br />
(b) It should be noted that the responsibility for complying with provision<br />
(i) of clause (a) rests with the various Heads of Departments<br />
and Commanding Officers of Establishments only, in respect of<br />
items of the Estimates over which they have complete supervision.<br />
It applies in other cases {e.g., District Naval Officers) only<br />
in so far as specified amounts are allotted from the total amount,<br />
by the Officer supervising (e.g., D.N.R.M.).<br />
(c) Each Officer-in-charge referred to in clause (b) is to keep a register<br />
showing, in respect of each item of the Appropriation under which<br />
he will authorize expenditure—<br />
(i) details of amounts provided on the Estimates ;<br />
(ii) details of expenditure authorized.<br />
(d) The total amount on the Estimates is provided to meet the requirements<br />
for the full year. Funds are made available periodically to<br />
meet current requirements and expenditure is not to be authorized<br />
in excess of the amounts actually made available. Further,<br />
although funds have been made available, it will be necessary to so<br />
regulate authorities during the earlier portion of the year that the<br />
balance of the amount provided for the full year will be found<br />
sufficient. For instance, if the amount provided on the Estimates<br />
for a particular item is £12,000 for the full year, and it is estimated<br />
that expenditure to the extent of £5,000 will be required during the<br />
last quarter of the financial year, only such expenditure should be<br />

incurred in the early portion of the year as will not entail a lesser<br />
balance than £5,000 being available, although, possibly, funds<br />
totalling £9,000 had been made available during the previous nine<br />
months.<br />
