(iv) To approve of expenditure under Contingencies (e.g., rail
fares, postages, cablegrams, &c.) not exceeding £10 in any
one case. This limit may be exceeded in emergent cases,
and in regard to travelling expenses and rail fares and
freights, but the covering approval of the Naval Board
should be sought at the earliest possible moment,
(v) To approve of payments under Regulations to sea-going
personnel borne on books of London Naval Depot for pay.
4. Conditions which must be complied with.
(a) The whole of the above Authorities are subject to compliance with the
following provisions, except where otherwise specifically stated :—
(i) That provision made on Estimates will not be exceeded, and
the requirements for the remaining period of the financial
year will not involve the necessity for applying for additional
provision on any Vote concerned.
(ii) That Certificate has been inserted by the local certifying
officer that funds are available under his control, or by
the Director of Navy Accounts that funds can be made
available. (Not applicable to Naval Representative, or
KM.A.B. Platypus.)
(iii) That the expenditure does not involve any alteration in
existing rules or practice.
(iv) That there is nothing irregular in the character of the expenditure.
(v) That the expenditure is not an allowance or payment to
any member of the Department except such as is governed
by Regulations, and does not require Naval Board approval.
(b) It should be noted that the responsibility for complying with provision
(i) of clause (a) rests with the various Heads of Departments
and Commanding Officers of Establishments only, in respect of
items of the Estimates over which they have complete supervision.
It applies in other cases {e.g., District Naval Officers) only
in so far as specified amounts are allotted from the total amount,
by the Officer supervising (e.g., D.N.R.M.).
(c) Each Officer-in-charge referred to in clause (b) is to keep a register
showing, in respect of each item of the Appropriation under which
he will authorize expenditure—
(i) details of amounts provided on the Estimates ;
(ii) details of expenditure authorized.
(d) The total amount on the Estimates is provided to meet the requirements
for the full year. Funds are made available periodically to
meet current requirements and expenditure is not to be authorized
in excess of the amounts actually made available. Further,
although funds have been made available, it will be necessary to so
regulate authorities during the earlier portion of the year that the
balance of the amount provided for the full year will be found
sufficient. For instance, if the amount provided on the Estimates
for a particular item is £12,000 for the full year, and it is estimated
that expenditure to the extent of £5,000 will be required during the
last quarter of the financial year, only such expenditure should be

incurred in the early portion of the year as will not entail a lesser
balance than £5,000 being available, although, possibly, funds
totalling £9,000 had been made available during the previous nine
months.
