Institutional planning reflects realistic assessment of financial resource availability,<br />

development of financial resources, partnerships, and expenditure requirements.<br />

Descriptive Summary<br />

Budget and Finance Board Policy 2200, requires the superintendent/president to prepare a<br />

proposed budget that is balanced. Approval of the Tentative Budget is necessary to provide a<br />

mechanism for operating until the Final Budget is adopted in September.<br />

A tentative budget is developed with the various departments, applying all relevant<br />

assumptions derived from the budget information provided by the state and using results of<br />

the assessment of local needs. The Chief Business Officers provide educational sessions<br />

about the factors that affect the budget through, administrators meetings, public hearings and<br />

town hall meetings. This tentative budget is presented for Board of Trustees approval in June<br />

as required by the State.<br />

As General Fund resources have declined, the college has become more dependent on<br />

alternative funding from private and public sources. Government sponsored grants and<br />

private contributions have been increasingly instrumental in providing fiscal stability during<br />

these difficult time. The <strong>Hartnell</strong> <strong>College</strong> Foundation, in support of the college, continues to<br />

support and enhance instructional programs and increase student and community access.<br />

(III.D.15 Foundation Functioning Actuals by Program) State, local and federal grant funds<br />

have continued to make up about 20% of the total general fund resources. The Grants<br />

Manager developed a proposal for a renewal of the indirect cost rate; the current negotiated<br />

indirect cost rate with the Department of Health and Human Resources is 35% through 2014.<br />

The average annual indirect cost offset of $365,000/year supports additional coordination,<br />

management, and central office resources necessary for administration of grant funding.<br />

Given current state funding levels, the District continues to evaluate course offerings and<br />

class size. Periodic, collaborative reviews of courses have assisted the District to strategically<br />

consolidate offerings to meet the needs of students and the community, and to improve cost<br />

efficiency.<br />

The District continues to pursue and maintain partnerships with industry and other<br />

educational institutions to support vocational training. Other partnerships include JPA –<br />

Public Safety. The Nursing Program benefits from an annual $400,000 infusion of funding<br />

from Salinas Valley Memorial Hospital, which provides, in part, for faculty stipends that<br />

allow <strong>Hartnell</strong> to recruit and maintain excellent/adept/expert/skilled faculty for our Nursing<br />

Programs. First Five supports the Early Childhood Education Program California<br />

Endowment.<br />
