(IV.A.35, executive summary). Much of the planning was in place before the economic<br />

downturn of 2008 and the subsequent reduction of college resources. The potential effect of<br />

the economic downturn on budgeting is acknowledged in the Educational and Facilities<br />

Master Plan (E&FMP) (IV.A.35).<br />

Previous reports to the Commission have documented the shared-governance approach to<br />

closing deficits with cuts to programs and services, as well as concessions from employee<br />

groups (IV.A. 39, 40, 41). Although this effort was comprehensive, it was focused on an<br />

immediate need. The effort to develop a comprehensive and positive approach to planning<br />

the future work of the college, in the face of diminished resources, is ongoing. Specifically,<br />

shared governance committees are working to develop a strategic and timely approach to<br />

planning, resource allocation, and assessment of progress.<br />

The college meets this standard.<br />

Faculty and administrators have a substantive and clearly defined role in institutional<br />

governance and exercise a substantial voice in institutional policies, planning, and budget<br />

that relate to their areas of responsibility and expertise. Students and staff also have<br />

established mechanisms or organizations for providing input into institutional decisions.<br />

Descriptive Summary<br />

In its revised Shared Governance Committee Handbook, <strong>Hartnell</strong> <strong>College</strong> commits to the<br />

participation of all college constituent groups. The Resource Allocation Committee (RAC)<br />

was designed to have equal representation of the leadership (or their designees) of all<br />

constituencies: superintendent/President, Academic Senate President, <strong>Hartnell</strong> <strong>College</strong><br />

Faculty Association (HCFA) President, Classified Senate President, President of the<br />

Classified School Employees Association (CSEA) local 470, Chief Steward of the<br />

International Union of Operating Engineers Stationary Local 39 (L-39), and President of the<br />

Associated Students of <strong>Hartnell</strong> <strong>College</strong> (ASHC).<br />

STRUCTURE OF INSTITUTIONAL GOVERNANCE<br />

In the governance structure, the following committees report to RAC: Program Planning and<br />

Assessment; Technology, Human Resources and Facilities; Enrollment Management,<br />

Matriculation and Student Policy; the Financial Information Subcommittee; and, through the<br />
