and while the college community has greatly increased its understanding of what is required<br />

for institutional effectiveness, many who have done the bulk of the work are tired.<br />

The <strong>Hartnell</strong> community has identified a need for stability and effective leadership. Wideranging<br />

discussions are underway that emphasize improved planning, resource allocation,<br />

and critical analysis to improve institutional effectiveness.<br />

The college meets this standard.<br />

IV.B.2.a<br />

The President plans, oversees, and evaluates an administrative structure organized and<br />

staffed to reflect the institution’s purposes, size, and complexity. He/she delegates authority<br />

to administrators and others consistent with their responsibilities, as appropriate.<br />

Descriptive Summary<br />

One of the first items on the current Superintendent/President‘s task list was to stabilize the<br />

administrative structure at <strong>Hartnell</strong> to meet the college‘s mission, within the fiscal constraints<br />

of the college‘s resources. This news was welcomed.<br />

When he arrived, his six-member Executive Cabinet—the vice president-level<br />

administrators-- had three regular employees, one vacancy, and two interim appointments.<br />

The vacancy was in academic affairs, and the recruitment for that position was coming to a<br />

close. The search was ultimately deemed a failure, and he quickly made an internal interim<br />

appointment to fill the void.<br />

The president moved quickly to begin regular meetings with all constituent groups, and<br />

within three months of holding such meetings, had developed a plan for staffing the<br />

necessary administrative positions that reflect the college‘s purposes, size, and complexity.<br />

That plan, which was announced to the Resource Allocation Committee and the Board, is in<br />

the implementation stages. The plan includes conducting recruitments for all positions<br />

currently held through interim appointments, and filling two new positions: a dean of<br />

institutional planning and effectiveness, and a director of information systems technology.<br />

Both new positions reflect areas of critical need and growing importance to The <strong>College</strong>.<br />
