TAKING ALINGAR DISTRICT CAPITAL<br />

In July of 1980, <strong>the</strong> subdistrict capital of Nengrach was collocated<br />

with <strong>the</strong> Al<strong>in</strong>gar District Capital <strong>in</strong> <strong>the</strong> town of Al<strong>in</strong>gar. This is<br />

because <strong>the</strong> <strong>Mujahideen</strong> had driven <strong>the</strong> government out of <strong>the</strong> mounta<strong>in</strong><br />

redoubt of Nengrach. The district government of Nuristan was<br />

also <strong>the</strong>re. This was a common practice. The DRA ma<strong>in</strong>ta<strong>in</strong>ed many<br />

"governments <strong>in</strong> exile" for areas <strong>the</strong>y did not control and held "nationwide"<br />

congresses us<strong>in</strong>g emigrants to represent those uncontrolled<br />

areas. The DRA never controlled more than 15% of <strong>the</strong> countryside.<br />

We decided to elim<strong>in</strong>ate all <strong>the</strong>se governments by seiz<strong>in</strong>g Al<strong>in</strong>gar town.<br />

It proved to be a major victory.<br />

The DRA 81st Regiment had a battalion <strong>in</strong> Al<strong>in</strong>gar and <strong>the</strong>re were<br />

some DRA militia forces as well. 1<br />

contacts <strong>in</strong> <strong>the</strong> DRA garrison. One was Capta<strong>in</strong> Yar Mohammad who<br />

had a bro<strong>the</strong>r <strong>in</strong> our <strong>Mujahideen</strong> group. Capta<strong>in</strong> Mohammad was from<br />

nearby Koh-e Safi and rout<strong>in</strong>ely provided us <strong>in</strong>formation about government<br />

plans. We talked to <strong>the</strong> Capta<strong>in</strong> about captur<strong>in</strong>g Al<strong>in</strong>gar and<br />

he agreed to help us. We <strong>in</strong>troduced <strong>the</strong> Capta<strong>in</strong> to our o<strong>the</strong>r contact,<br />

Piroz. Piroz was a cook <strong>in</strong> <strong>the</strong> DRA garrison. We gave drugs to Piroz.<br />

The Capta<strong>in</strong> and Piroz agreed that Piroz would drug <strong>the</strong> food before<br />

our attack and that <strong>the</strong> capta<strong>in</strong> would signal us when that was done<br />

and we could launch our attack. We asked <strong>the</strong> cook how many<br />

<strong>Mujahideen</strong> we should br<strong>in</strong>g. "Not too many to cause trouble, but not<br />

too few to fail" he replied. "Okay, about 70,000" we joked. "No, only<br />

about 10,000" he joked back. In any case, <strong>the</strong> <strong>Mujahideen</strong> sympathizers<br />

<strong>in</strong> <strong>the</strong> DRA camp would kill <strong>the</strong> communist officers. The signal to<br />

attack was <strong>the</strong> fir<strong>in</strong>g of a magaz<strong>in</strong>e full of tracer ammunition.<br />

Nawaz Khan was a cadet <strong>in</strong> <strong>the</strong> <strong>Afghan</strong>istan Military Academy when he jo<strong>in</strong>ed <strong>the</strong> resistance.<br />

He was a <strong>Mujahideen</strong> commander <strong>in</strong> Mehtar Lam, <strong>the</strong> Prov<strong>in</strong>cial Capital of<br />

Laghman Prov<strong>in</strong>ce. Haji Sidiqullah was <strong>the</strong> Prov<strong>in</strong>cial Military Commander of <strong>the</strong> HIH faction<br />

<strong>in</strong> Laghman. He jo<strong>in</strong>ed HIH <strong>in</strong> <strong>the</strong> fight aga<strong>in</strong>st Dauod before <strong>the</strong> communist revolution.<br />

Dr. Qudus was a commander under Sidiqullah who doubled as <strong>the</strong> force medic. [Map<br />

1 Accord<strong>in</strong>g to <strong>Soviet</strong> sources, <strong>the</strong> DRA 71st Infantry Regiment was garrisoned <strong>in</strong> Mehtar<br />

Lam with some forces <strong>in</strong> <strong>the</strong> Al<strong>in</strong>gar area. The 81st Mechanized Infantry Regiment was<br />
