Control of <strong>the</strong> highway net was essential to <strong>the</strong> <strong>Soviet</strong>/DRA effort,<br />

but <strong>in</strong> some regions, <strong>the</strong> <strong>Mujahideen</strong> were able to block <strong>the</strong> highway for<br />

weeks, months and even years. The best blocks were ma<strong>in</strong>ta<strong>in</strong>ed by<br />

local <strong>Mujahideen</strong> who were able to look after <strong>the</strong>ir personal <strong>in</strong>terests<br />

and yet ma<strong>in</strong>ta<strong>in</strong> an effective blockade. The least effective road blocks<br />

were those done by mobile guerrillas who lacked <strong>the</strong> supplies and<br />

commitment required to keep <strong>the</strong> road closed.
