<strong>Mujahideen</strong> secrecy while plann<strong>in</strong>g and implement<strong>in</strong>g <strong>the</strong> road<br />

block was commendable. The local commanders coord<strong>in</strong>ated <strong>the</strong>ir<br />

actions and <strong>the</strong> force fought staunchly. Their well-prepared defensive<br />

positions allowed <strong>the</strong>m to survive artillery fire and air bombardment.<br />

The <strong>Mujahideen</strong> had <strong>the</strong> advantage of fight<strong>in</strong>g on home turf with local<br />

support.<br />

Had <strong>the</strong> <strong>Mujahideen</strong> developed a more effective system of operational<br />

cooperation and coord<strong>in</strong>ation, <strong>the</strong> enemy column might not have<br />

succeeded <strong>in</strong> reach<strong>in</strong>g Nejrao and Tagao. Lack of a viable operational<br />

command and control system prevented <strong>the</strong> <strong>Mujahideen</strong> at Abdullah-e<br />

Burj, Shokhi, Nejrao and Tagao from act<strong>in</strong>g toge<strong>the</strong>r. A more elaborate<br />

operational coord<strong>in</strong>ation could have mobilized <strong>the</strong> <strong>Mujahideen</strong> forces<br />

at Shokhi to prevent <strong>the</strong> <strong>Soviet</strong>/DRA troops from cross<strong>in</strong>g <strong>the</strong> river to<br />

Kapisa Prov<strong>in</strong>ce.
