At Katapur, <strong>the</strong> local <strong>Mujahideen</strong> told us that <strong>Soviet</strong> troops<br />

had chased <strong>the</strong> civilians <strong>in</strong>to <strong>the</strong> mounta<strong>in</strong>s just north of Katapur<br />

and killed many of <strong>the</strong>m. Dur<strong>in</strong>g <strong>the</strong> fight<strong>in</strong>g near Katapur, <strong>the</strong><br />

<strong>Soviet</strong>s had left two of <strong>the</strong>ir dead beh<strong>in</strong>d. The <strong>Mujahideen</strong> expected<br />

that <strong>the</strong> <strong>Soviet</strong>s would return for <strong>the</strong>ir dead. My <strong>Mujahideen</strong> jo<strong>in</strong>ed<br />

o<strong>the</strong>r <strong>Mujahideen</strong> and we went to defend a canyon to <strong>the</strong> north of<br />

Katapur. We laid an ambush on <strong>the</strong> high ground. Soon, a <strong>Soviet</strong><br />

detachment appeared look<strong>in</strong>g for <strong>the</strong>ir dead. We opened up on <strong>the</strong><br />

<strong>Soviet</strong>s and <strong>the</strong>y left seven more dead beh<strong>in</strong>d. However, <strong>the</strong>y retaliated<br />

on <strong>the</strong> villagers and massacred civilians and even animals <strong>in</strong><br />

Balabagh and Katapur and <strong>the</strong>n moved on to Fatehabad. The <strong>Soviet</strong>s<br />

could not dislodge <strong>the</strong> <strong>Mujahideen</strong> from <strong>the</strong> mounta<strong>in</strong>s and could not<br />

f<strong>in</strong>d us <strong>in</strong> <strong>the</strong> valley, so <strong>the</strong>y killed everyth<strong>in</strong>g <strong>in</strong> sight. They established<br />

three bases—at Balabagh, Fatehabad and Sultan Pur. The<br />

<strong>Soviet</strong>s launched search-and-destroy missions from <strong>the</strong>se bases<br />

aga<strong>in</strong>st <strong>the</strong> adjacent villages. Many civilians had to flee west while<br />

<strong>Mujahideen</strong> detachments went to <strong>the</strong>ir hideouts <strong>in</strong> <strong>the</strong> Tor Ghar<br />

mounta<strong>in</strong>. <strong>Mujahideen</strong> commanders calculate that <strong>the</strong> <strong>Soviet</strong>s<br />

massacred some 1,800 people dur<strong>in</strong>g 12 days <strong>in</strong> <strong>the</strong> Surkh Rud. Most<br />

of <strong>the</strong>se were <strong>in</strong>nocent civilians. The <strong>Soviet</strong>s expected that <strong>the</strong>y could<br />

readily flush out <strong>the</strong> <strong>Mujahideen</strong>. Their lack of success led to frustration<br />

and <strong>the</strong> <strong>Soviet</strong> soldiers ran amok—kill<strong>in</strong>g and loot<strong>in</strong>g. It was<br />

<strong>the</strong> first <strong>Soviet</strong> operation <strong>in</strong> <strong>the</strong> area. They came look<strong>in</strong>g for U.S. and<br />

Ch<strong>in</strong>ese mercenaries and <strong>in</strong>stead found frustration and an opportunity<br />

to murder and loot.<br />

COMMENTARY: Dur<strong>in</strong>g this stage of <strong>the</strong> war, <strong>the</strong> <strong>Mujahideen</strong> lived <strong>in</strong><br />

<strong>the</strong>ir own houses <strong>in</strong> <strong>the</strong> midst of <strong>the</strong> population. Their food, water and<br />

shelter was will<strong>in</strong>gly supplied by <strong>the</strong> populace. As a result, many civilians<br />

died when <strong>the</strong> <strong>Soviet</strong>s launched <strong>the</strong>ir operation. The large<br />

number of reported civilian deaths could be a result of lack of officers'<br />

control and unit discipl<strong>in</strong>e or deliberate policy. The apparent <strong>Soviet</strong><br />

plan was to separate <strong>the</strong> guerrilla from <strong>the</strong> populace by forc<strong>in</strong>g <strong>the</strong><br />

populace out of <strong>the</strong> countryside. Later, most of <strong>the</strong> populace deserted<br />

<strong>the</strong>ir homes <strong>in</strong> this area and fled to refugee camps <strong>in</strong> Pakistan.<br />

This is too large an area to block and sweep as a s<strong>in</strong>gle action and<br />

<strong>the</strong> <strong>Soviet</strong>s failed to segment <strong>the</strong> area and clear it a piece at a time.<br />

This allowed many of <strong>the</strong> <strong>Mujahideen</strong> and civilians to escape <strong>the</strong><br />

cordon. The <strong>Soviet</strong> emphasis on <strong>the</strong> primacy of <strong>the</strong> large operation<br />

<strong>in</strong>stead of <strong>the</strong> well-executed tactical action worked to <strong>the</strong> <strong>Mujahideen</strong><br />

advantage. <strong>Mujahideen</strong> command and control was fragmented and
