established with the enactment <strong>of</strong> EMA 2004, giving it additional authorization, forinstance within Environmental Impact Assessments (EIAs) which now became amandatory practice, and for which the NEMC now carries out enforcement, reviewand monitoring. It also performs environmental research, collection and disseminating<strong>of</strong> environmental information, and facilitation <strong>of</strong> public participation in environmentaldecision-making (NEMC 2009).As the EMA 2004 places the coordination <strong>of</strong> all environmental management issuesunder the Vice Presidents‟ <strong>of</strong>fice, this also includes issues on climate change and theadaptation and mitigation to address its impacts, where one such mitigation optioncould be in the form <strong>of</strong> REDD+. As a result <strong>of</strong> this a National Climate ChangeSteering Committee (NCCSC) and a National Climate Change Technical Committee(NCCTC) was put in place to oversee and guide the implementation <strong>of</strong> all climatechange activities in the country (United Republic <strong>of</strong> Tanzania 2010).In order to best deal with the effects <strong>of</strong> climate change a National AdaptationProgramme <strong>of</strong> Action (NAPA) came out in 2006, where climate change relatedvulnerabilities in various sectors important for the economy and with particular focuson agriculture, were looked at. Priority areas in various sectors were subsequentlyidentified and prioritised project activities within those sectors developed. In total thisinclude 14 project activities, among others; (1) Alternative farming systems and waterharvesting; (2) Explore and invest in alternative clean energy sources e.g. Wind,Solar, Biodiesel, etc. to compensate for lost hydro potential; (3) Afforestationprogrammes in degraded lands using more adaptive and fast growing tree species,and; (4) Establish good land tenure system and facilitate sustainable humansettlements (Division <strong>of</strong> Environment 2006). Those responsible for implement theseactivities however, are other national and local government bodies such as SectorMinistries and Local Government Authorities under the Prime Minister‟s OfficeRegional Administration and Local Government (PMO-RALG). As our main focus ison forest management as a way <strong>of</strong> tackling climate change, we will now focus on thesector ministry with the overall responsibility over forests.87
