together including government departments, NGOs, the private sector, academic andresearch institutions. Here they agreed on four key issues: (1) Creation <strong>of</strong> keyinstitutions (2) establish carbon projects, (3) criteria‟s for selecting sites for REDDpilots, and (4) an in-depth study on equitable mechanisms for sharing REDD benefits.Through the second phase, the process <strong>of</strong> developing the strategy, a number <strong>of</strong>awareness raising and consultative meetings was held nationwide involving national,regional, district and local level representatives. However the main consultative planwas developed in 2009 and divided the country into eight zones. During the sametime, planning for in-depth studies and piloting were initiated. In the next section,which is the last <strong>of</strong> our three phases, we will thus present the strategic analysis andpiloting phase.6.1.3 Strategic analysis and pilotingAfter the initialisation <strong>of</strong> the REDD process in 2008, the lack <strong>of</strong> capacity andinformation became apparent and thus needed to improve. A number <strong>of</strong> in-depthstudies have therefore been undertaken in order to generate knowledge on somecrucial areas for REDD where only limited information was available. Centrally inthis, is five in-depth studies which have provided useful inputs to a National REDDStrategy (United Republic <strong>of</strong> Tanzania 2011). By following the Bali Road map, whichrequested parties to explore a range <strong>of</strong> actions to address the drivers <strong>of</strong> deforestationrelevant to national circumstances, Tanzania decided to participate in implementingpilot activities (United Republic <strong>of</strong> Tanzania 2009). Tanzania therefore includedpilots activities into the REDD strategy preparations. In addition, there are a number<strong>of</strong> on-going REDD programmes and projects that has been supportive <strong>of</strong> a REDDstrategy from the start.6.1.3.1 In-depth studiesTo review several areas that needed more research and help the development process<strong>of</strong> a National REDD Strategy, the National Task Force developed five thematicresearch areas that were to be advertised accordingly for public and privateinstitutions to take part in. Out <strong>of</strong> 35 concept notes received, five institutions wereshortlisted to develop full proposals, each in their different thematic areas (United133
