6.3 Major challenges for an effective REDD implementation inTanzania6.3.1 Patterns <strong>of</strong> interaction derived from choices made by the actorsAs an important aspect <strong>of</strong> the resource regime framework put forward by Vatn,patterns <strong>of</strong> interaction derived from choices made by actors are important factors tolook at when analysing a resource regime, such as REDD. In this section we focusprimarily on political actors on a national and international level, however as they areinfluenced by economical actors and their actions, they are also considered in theinstances where it is particularly relevant. The first challenge we see is in terms <strong>of</strong>national ownership.6.3.1.1 National OwnershipAs the strategy clearly states, implementing REDD will involve a large number <strong>of</strong>stakeholders assigned with different roles and responsibilities at different levels. Boththe political and economic actors relevant for REDD and associated policies andactivities are plenty, ranging from local forest dependent communities, to interestgroups and institutions such as TFCG or SUA, public sector agencies like the Forestand Beekeeping Division or Ministry <strong>of</strong> <strong>Agriculture</strong> and Food Security eitheraffecting or being affected by REDD policies, legislators and administrators such asNCCSC, and international actors such as NORAD and UN-REDD.So far in the implementation process, there has been a relatively narrow participation<strong>of</strong> relevant stakeholders. Besides the key stakeholder consultation and workshop forthe development <strong>of</strong> the National REDD+ Framework, and stakeholder awarenessraising and consultative meetings for the development <strong>of</strong> the National REDD+Strategy the key players in the REDD+ process in Tanzania has been, by and large,the Norwegian Embassy (under NICFI) on the donor side and VPO-DoE and MNRT-FBD on the national government side. The structure <strong>of</strong> the National REDD Taskforceand REDD Secretariat mirrors this as it until recently included only members fromthese two government bodies. The strategy claims though that the narrow engagementwas a conscious choice in order to be more efficient and allow a faster start up, and153
