CHAPTER NINE – CONCLUSION ANDRECOMMENDATIONS9.1 ConclusionIn this thesis we wanted to make an early evaluation <strong>of</strong> REDD in practice. Throughfocusing on Tanzania in general and a REDD pilot project in particular, we haveidentified how REDD will be established within the existing Tanzanian nationalstructure, and based on a livelihood assessment in the Kilosa pilot area we evaluatedhow the pilot project reflects the local context, and ultimately what outcomes theproject might have and what the possible challenges are.What we have found is that with the primary support <strong>of</strong> Norway and NICFI and withincreasing assistance from the UN-REDD and the World Banks´ FCPF, Tanzania haschosen a phased and nested approach towards implementing REDD, with a REDDTask Force as the main overseeing body <strong>of</strong> the process.On the basis <strong>of</strong> widespread stakeholder consultation and in-depth studies, a NationalREDD Strategy, followed by a National REDD Action Plan, will be used as the mainguidelines for REDD in Tanzania. The National Climate Change Steering Committeewill have the overall coordination responsibility; the Forest and Beekeeping Divisionthe main management responsibility; while eventually Local Government Authoritieswill be the main implementers on the ground. In addition, a National CarbonMonitoring Centre and National REDD Trust Fund will be made operational andmanage the Monitoring, Reporting, and Verification (MRV) <strong>of</strong> carbon and thefinancial flow that may come as a result <strong>of</strong> this.What we found was that much <strong>of</strong> the existing legal and policy framework needs to berevised and new regulations put in place in order to create an enabling environmentfor REDD. This includes both policies and acts within the environmental and forestsector and aligning them with policies within for instance the agricultural andlivestock sector. In addition, particular focus needs to be placed on land tenure and onestablishing a system where rights to carbon payments are clearly defined, but whichtakes into consideration the current reality <strong>of</strong> both formal and informal institutions, inorder to create equal and fair benefit sharing.280
