According to Oakerson (1992), problems withcommon pool resources are rooted in constraints given in nature and availabletechnology, because characteristics <strong>of</strong> the nature and the present technology establishlimits and possibilities in the use <strong>of</strong> specific resources (Oakerson 1992). Therefore itis important to specify as precisely as possible in an analysis on REDD the limitingconditions that restrain natural regeneration.The attributes <strong>of</strong> the resource will provide information on the choice <strong>of</strong> resourceregime and which one might be suitable to maintain a benefit-stream. Nevertheless,we must note that it is how the resource is perceived that has this influence. Theopportunities technology and infrastructure present, influence both political andeconomic actors. It might for example alter previous limiting conditions <strong>of</strong> a resourceby “being out <strong>of</strong> reach”, if a road is constructed, making it more accessible and/or21
