FORCONSULT‟s (2010) in-depth study on a national REDD trust fund attempts topresent the involved stakeholders interests by grouping them into three categories;government, private sector and NGOs. They conclude that:50% <strong>of</strong> the stakeholders that are involved are primarily interested in the fundingmechanisms <strong>of</strong> REDD. Of these, almost 60% <strong>of</strong> the respondents were governmentalwhile the rest came from NGO‟s and private sector.23% <strong>of</strong> the stakeholders, declared that their interests were primarily on serviceprovisions, focusing on assisting vulnerable communities in implementing REDDactivities. NGO stakeholders dominated this group <strong>of</strong> respondents with a 75%representation. The remaining 15% came from governmental agencies.12% <strong>of</strong> the stakeholders stated that their interests were in the potential governmentalrevenues from REDD, all <strong>of</strong> which were from governmental institutions.The remaining 15% <strong>of</strong> the stakeholders involved in the REDD process were interestedand motivated by more than one <strong>of</strong> the above (FORCONSULT 2010).As we can see, most <strong>of</strong> the stakeholders are primarily interested in the fundingmechanisms <strong>of</strong> REDD as well as the potential revenues gained from it. This indicatesthat it is mostly the funding mechanisms as well as the funds itself that intriguespeople. The funding mechanism surely is important to REDD, but this also shows thatthere are mostly NGO‟s that are concerned with service provisions. Such provisionsare today mainly provided through governmental institutions. It is thereforefascinating to see how this is can be outside <strong>of</strong> governmental concerns, and illustratethat the government are currently focusing on REDD as an income opportunity.123
