For a while there has been on-going discussions regarding the establishment <strong>of</strong> aCarbon Monitoring Centre. When operational it will then continue to maintain anddevelop a national MRV system by providing technical services on REDD activitiesacross Tanzania and serve as a depository for all data and information concerningREDD. It will house Tanzania‟s National Carbon Accounting System (NCMC), andas soon as the national MRV system is able to produce national carbon accounts, itwill be possible to use them as a basis for verification <strong>of</strong> the claims posted by the pilotprojects and or forest owners (Arbonaut 2010).The development process <strong>of</strong> a Carbon Monitoring Centre is envisaged to take four t<strong>of</strong>ive years. During the inception phase however, the REDD Task Force will act as aninterim management committee. The REDD Task Force are currently collectinginformation from a high number <strong>of</strong> different projects and programmes having beenundertaken in relevance to community carbon monitoring, carbon storage, forestdisturbance and impact on carbon (Norad 2011). When the Centre is formallyestablished, this information will be made available to a board 38 that will take theplace <strong>of</strong> the Task Force.In the end, the centre will serve as an independent organisation, established throughlegislation and governed by its own board. This board will again comprise <strong>of</strong> aboutten national pr<strong>of</strong>essionals that will report to the NCCTC. The location <strong>of</strong> its <strong>of</strong>ficewill be outside the Vice Presidents Office and co-located with an appropriate hostorganisation (Arbonaut 2010).6.2.1.5 National REDD Trust FundThe National REDD Trust Fund will be responsible to market Tanzania‟s REDD –based carbon credits and distribute the funds on an agreed benefit sharing ratio. It willalso be likely to receive REDD grants (B<strong>of</strong>in, du Preez et al. 2011). Vatn andAngelsen (2009) discuss in their Options for a National REDD+ Architecture theavailable institutional arrangements in the process <strong>of</strong> establishing a national REDDfund. Here, four options are put forward; projects, Independent funds, funds within38 Recommendations are given that the composition <strong>of</strong> such a board should have a broad stakeholderrepresentation from government agencies, academic and research institutions, private sector, NGO‟sand civil society.148
