The REDD Task force and the REDD initiative have tried to involve a range <strong>of</strong>different stakeholder groups at different levels through the REDD strategydevelopment process (United Republic <strong>of</strong> Tanzania 2010). The need <strong>of</strong> establishingNon – state umbrella organizations to handle the different stakeholder groups andtheir various „bundles <strong>of</strong> interests‟ were emphasised early, and were seen as importantin areas such as training. Future support will also be needed in registering changes inthe carbon stocks. In the start it was therefore important to identify who was doingwhat and where, and by analysing their interests and commitments to participate inthe REDD policy implementation the relevant stakeholders could be addressed (Ibid).In this context, a stakeholder is referred to as an intended actor in the form <strong>of</strong> a personor organization. They can be national or political actors (e.g. administrators),international actors (e.g. donors), public sector agencies (e.g. ministries, forestmanagers), or interest groups such as conservation NGOs, civil society members, orordinary users <strong>of</strong> natural resources. Stakeholders could be grouped into three differentcategories, namely primary, secondary and tertiary stakeholders (United Republic <strong>of</strong>Tanzania 2010). Primary stakeholders are those who will affect or be affected by theREDD policies and as they have inputs in these, they become either winners or losers.Secondary stakeholders are those who are caught in between in the implementationprocess, and the tertiary stakeholders are those that have conferred their interests inthe policy, but were located far away and having either or no direct impact upon theREDD implementation or the operationalization <strong>of</strong> the policy (Ibid.). In Table 8 wepresent the relevant actors in the form <strong>of</strong> primary and secondary stakeholders.116
