In addition, the NICFI‟s evaluation report (2011) concludeson the basis on lessons learned so far, that a pre-selected nested approach appears tobe the most feasible. Nevertheless, how it will end up looking like still remains to see.Recommendation for the establishment <strong>of</strong> a National REDD Trust Fund have beenmade through FORCONSULT‟s (2010) in – depth study on the Modalities <strong>of</strong>Establishing and Operationalizing National REDD Trust Fund. The references <strong>of</strong> thestudy are based on literature reviews and stakeholder analysis and study tours. Butalthough the study conducts a stakeholder analysis, it makes little attempts to describerisks or the characteristics <strong>of</strong> risks for such a fund.It especially stresses the need <strong>of</strong> learning from other models such as the AmazonFund in Brazil, where a lot <strong>of</strong> attention is also given to the composition <strong>of</strong> a fund andits board <strong>of</strong> trustees where recommendations are given accordingly. The kinds <strong>of</strong>functions it will have are not considered. It also suggests that the fund should beestablished and operational by June 2011, and propose a range <strong>of</strong> activities that haveto be undertaken e.g. producing an operational manual for the fund includingsafeguard standards.The structures <strong>of</strong> the study preliminarily involve the forestry sector. From theproposed reporting structure (see Figure...) and beyond the National Climate ChangeSteering Committee (NCCSC) one key informant from an NGO suggested thatgovernmental <strong>of</strong>ficials had concerns about accountability to institutions outside theforestry sector.6.2.1.6 Regional and District level coordinationThe coordination at the regional and district levels will most likely go according tothe existing institutional structure. The Regional Administrative Secretariat will serveas the link between the district councils and the Ministries. The REDD relatedactivities will be coordinated on a regional level through the Regional Secretariat,149
